On 6/24/2022 at 1:25pm Licensing Program Analyst (LPA), Denise Miranda conducted an unannounced Annual Required Inspection and was met by Licensee Tatiana Popescu and informed the purpose of the visit. Upon arrival, LPA provided a copy of Entrance checklist – LIC126. Family Child Care.

LPA toured the home inside and outside and a census was taken. Current facility sketch reviewed.

There were 11 children in care (4 whom are infants) at the time of inspection with the licensee and 1 licensee's assistant.

The facility is a one story home with 3 bedrooms, 1 office room, 2 bathrooms, kitchen, dining area, living room, and a den/family room, laundry room and detached garage.



The following areas are designated as follows and Licensee confirmed the the den/family room, 2 of the bedrooms. Outdoor play of children is conducted in the backyard which is well fenced and was well maintained. Children in care has access to the bathroom located between the two bedrooms on limit to the children in care.

The following off-limit areas; master bedroom, master bathroom, the kitchen, office room and laundry area and the detached garage. Per licensee, the detached garage is only for parking and storage, no children were observed in this area during this inspection and no children has access to this area. 9

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition on the premises. No poisons were observed during the inspection. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible.

The fireplace located in the family room (off-limit) is made inaccessible by a screen. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. Safe toys and play equipment are observed. Furniture was observed with no loose or sharp parts, clean and in good repair.
The home has working telephone service and LPA confirmed the phone number is (818) 990-4554.

There are currently 04 infants in care. LPA discussed Safe Sleep Regulations with licensee. Brochure and PIN - Safe Sleep was provided to Licensee.

Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats were not observed at facility. The outdoor play area in the backyard is fenced and there are no hazards to children present. Capacity as specified on the license is being maintained.

LPA reviewed all children’s files present today and observed files were complete. Licensee’s Mandated Reporter Training was completed on 10/11/2021, Mandated Reporter training is due for renewal 10/11/2023. Licensee’s pediatric CPR/First Aid completed on 8/6/2021 and will expired on 8/2023. There are currently 1 employee present at the facility.

All adults who reside or work in the home have a criminal record clearance or exemption. There are no excluded individuals present at this home.

Incidental Medical Services (IMS) are not currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. Information regarding Americans with Disability Act (ADA) can be obtained by contacting US Department of Justice toll free ADA Information line at (800) 514-0301(voice), (800) 514-0383 (TDD) and website link https://www.ada.gov/childqanda.htm.

LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Staff interview conducted and documented at 2:25P.M.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited.

This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.

Exit interview conducted and report was reviewed with the Licensee and Notice of Site Visit were given to Licensee, Tatiana Popescu.
