On 01/11/23, Licensing Program Analyst (LPA) Justeene Tamayo conducted a Case Management inspection in response to information received from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). LPA Tamayo met with the Director Cynthia Saenz, the purpose of the inspection was disclosed, and entry was granted. Upon arrival LPA observed 0 children enrolled. Per Director, children have not been enrolled since beginning of COVID-19, but plans to re-enroll new children.

During the inspection, LPA informed Director, the results provided from SWRCB, indicated the facility had elevated levels of lead in the water in the faucet sink and kitchen sink Samples A (kitchen sink) ,A30 (kitchen sink), and F (classroom 5). The Department was notified of the Action Level Exceedance (ALE), levels for kitchen sink #1 food preparation sample A presented levels of 54.894 UG/L , kitchen sink #2 food preparation sample A30 presented levels of 22.454 UG/L, and hand washing sink sample F presented levels of 21.414 UG/L. The SWRCB report sample listed facility inspected and collected sample on 12/22/22 . Results were provided to facility on 01/11/23. Lab Job Number: 01051

LPA advised Director, all water outlets tested with an ALE at the facility should be placed as out of service.

Per Director, sample F in classroom 5 is only utilized hand washing. The facility uses filtered water to drink through the company Ready Fresh. Director has covered affected sinks and taped for inaccessibility to children present. At this time, no children are currently enrolled at the facility, but Director is aware to notify parents of lead exceedance. Director has posted a sign at each water sink affected. According to Director, last day food preparation were utilized by children was the beginning of COVID-19, March 13, 2020. The Director stated the kitchen sink and hand washing sink A, A30, F will be assessed for repair. LPA obtained receipt of repairs for the affected sinks.

Once the repairs are made, director will retest water for lead and notify LPA of results after 3 weeks (21 day). Director is aware the lead levels shall not exceed 5.00 UG/L

Per director, the entire fixtures will be replaced and re-tested.

Facility has been cited a Type B citation. Please see LIC809-D.

An exit interview was conducted and a copy of this report was provided. along with a Notice of Site Visit and appeal rights to Director Cynthia Saenz

Director has purchased a new faucet for the kitchen sinks. Director is aware to retest the lead before food is being prepared. Director has posted an out of order sign and covered the kitchen sink for inaccessibility. Director will send new results to LPA Tamayo after the 21 day timeframe once faucets have been replaced.

Per SWRCB results facility sample A (54.894) and sample A30 (22.454) had high levels of lead. Kitchen sink water was used for food preparation. Last time food was prepared was March 13, 2020. This can pose a potential risk to children in care.
