Licensing Program Analyst (LPA) Marina Pilossian conducted a site visit for the purpose of an case management visit . LPA met with licensee. Upon arrival, LPA observed 3 children in care. All adults residing and working in the facility have obtained clearances and facility associations.

This is a single story 5 bedroom, 3 bathroom home with living room, family room used as a play room, dining room, kitchen and garage. Family members currently residing in the home include 2 adults (licensee, and licensee's adult son ) and no children..Main care is provided in the family/play room and the bedroom adjacent to the family room. The play room area has child size tables and chairs. LPA observed educational materials, materials utilized for fun and child friendly computers. The bedroom is also used for napping, dramatic play, and relaxation. There is a bathroom for children's use, adjacent to the Family Room and it is also accessible from the backyard. LPA observed the equipment in the restroom to be in operable condition. LPA did not observe any toxins or chemical compounds inaccessible to children. The remainder of the home is off-limits to children. Licensee has a long safety gate between the living room and the family room; making the off-limit areas of the home inaccessible to children. Licensee reports there are no firearms or weapons in the home. LPA also observed Licensee's current Pediatric CPR (Adult/Infant /Child) and Pediatric First Aid certifications ( expire 06/2020). LPA observed the fire drill log. The fire drills are done every month. The First Aid kit was observed, and complete. The home was found to be clean and orderly with proper ventilation for safety and comfort. The bathroom was inspected for inaccessibility of chemicals/toxins and other potential hazards to children in care.

The following was thoroughly discussed with the licensee:

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. The kitchen is off limits to the children in care. LPA observed a safety gate barricading the entrance to the kitchen. Cabinets and drawers were inspected for inaccessibility of toxins/chemicals, knives and other sharp objects which may be harmful to children in care. The Fire Extinguisher (2A-10-BC) is mounted on the wall in the play room inaccessible to children in care. There is a working smoke/carbon monoxide detectors located in the play room.

The back yard was inspected and was observed to free of hazards. LPA inspected the pool area and observed the gate at the front of the house to be locked. LPA observed a mesh fence installed that completely surrounds the pool. The fence is 5 feet and the pool gate to be 4 feet in height. The lock is located on the inside of the mesh pool gate and is within 1 inch of the top of the gate. In the areas where the mesh fences are joined by hook latches, the spacing between the poles are 4 inches or less. The fence was observed to be sturdy. The mesh pool gate was observed to be self-closing and self latching. The entrance to the licensee's grandson's bedroom ( with direct access to the pool area) is locked with a key at all times, making the room inaccessible to children. LPA observed that this bedroom is only accessible from inside the home through an off limits bedroom. The off limits bedroom contains a safety knob, making the room inaccessible to children. This side of the home containing the 3 bedrooms and 2 bathrooms are all off-limits. The pool is located on the left side of the home and is not visible from the back yard or the front yard. One bedroom has an alarm on the window that will sound if the window is open. The second bedroom has one window that is barricaded by a large dresser, making the window inaccessible.
