Licensing Program Analyst (LPA), Marina Pilossian conducted an unannounced annual random inspection. LPA met wit assistant Director Ms. Jessica Brian. Per Ms. Brian, Director/owner Ms. Doha Zohbi in not available today. LPA Pilossian toured the facility inside and outside with Ms. Brian on 5/2/19 at 1:45pm. LPA observed children playing outside in the yard. LPA observed 44 children with 5 teachers and 5 assistants providing care and supervision. Facility operation hours are Monday to Friday from 8:30am to 4:00pm. The center provides AM and PM snacks. Children bring their own lunches.

The facility was inspected as follows:
  • Furniture and equipment was inspected for age appropriateness and good repair
  • Telephone service, heating, lighting and ventilation were evaluated
  • Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness.
  • Storage for children's belongings was inspected
  • Availability of drinking water was reviewed inside and outside of the facility. LPA observed water and their own water bottles outside, and inside of the classroom readily available for the children to drink water.
  • Bathrooms were inspected for age appropriate sinks and toilets, good repair, water temperature, toilet paper, paper towels, area safety, and sanitation
  • First Aid supplies were inventoried
  • Snack menus were reviewed. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. Children in care provide their own lunch. AM and PM snacks are provided as well.
  • A review of cleaning and food supply storage areas was made
  • Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. Required shade, drinking water and fencing were inspected. Play area was inspected for hazards and inaccessibility to bodies of water.

Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis, and measles. Influenza waiver was discussed.

Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com

The licensee has been informed that all employees must be associated to the facility. If the licensee fails to have proof of a fingerprint clearance or fails to associate a previously cleared individual to the facility, a civil penalty of $100.00, per day the person has been present, will be assessed. The first violation is subject to the penalty for up to five days. If there is a subsequent violation in a 12 month period, the fine will continue for up to 30 days. The "Notification of Parent's Rights" (PUB394) was discussed with the licensee and the licensee was advised that it must be posted in an area of the facility accessible to parents.

Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations.

  • Teacher/child ratios were observed and staff names recorded.
  • Care and supervision was evaluated to determine if the basic needs of children are met and appropriate.
  • Sign in and out sheets and procedures were reviewed. postings; emergency disaster drill logs.
  • Staff policy of checking children for illnesses.
  • Fingerprint clearance of staff.
  • Activity Schedule was posted at the entrance of the facility.
  • Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness, and required shad, and fencing. Climbing structures/slides and other large play equipment is found to be securely anchored with adequate resilient cushioning material underneath and around the perimeter.
  • All teachers and the facility director have current certificates of pediatric first aid and CPR which expire in 06/18/2020.
  • Sample of children's files were reviewed for accuracy and completeness.
  • Sample of staff files were reviewed. .
  • LPA observed trash cans inside of the classroom with tight fitting lids.

The following was thoroughly discussed with the licensee:
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.
