On 10/03/2023 Licensing Program Analyst (LPA) Doris Whitmore made an unannounced visit for the purpose of conducting a required I year inspection. LPA met with Dawn Speciale and toured the facility indoors and outdoors. LPA observed proper care and supervision during this inspection. LPA observed a total of 5 infants and 2 staff present at the time of the inspection. All center staff that was present during today’s visit has criminal record clearances and are associated to the designated license number. LPA observed Teacher child ratios. Water Pitchers available for children inside and outside. The hours of operation are Monday- Sunday from 24 hours a day and 7 days a week.LPA observed all postings requirements for operation on the postings board LIC203A- License, LIC610A-Emergency Disaster Plan, LIC9148- Earthquake Preparedness Checklist, PUB394-Notification of Parents Rights Poster, LIC613A- Personal Rights, PUB-269- Car Seat Law, Menus, Activity Schedule, Roster. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to infants. Furniture and equipment was inspected for age appropriateness and good repair. The telephone service, heating, lighting, and ventilation is adequate. The facility has central heating and air conditioning. There are cubbies for children's belongings. There is a first aid kit on the premises. LPA observed several age appropriate toys and educational materials. There is a crib for each child and mats for older infants in a separate napping room. The bedding is washed weekly or when necessary. The electrical outlets are inaccessible. There is a cot available for each ill child. The changing table is within arm's length of the sink.All cribs were inspected and found in good repair, free of any hazards, and with adequate space allowing for entry/exit from napping space. Each crib, mat or cot is occupied by only one infant at a time and cribs are kept free from all loose articles including blankets and pillows and there are no objects hanging above or attached to the crib. Infants are not swaddled while in care. Staff physically checks on sleeping infants every fifteen minutes. Documentation for infants up to 12 months including sleeping position. Individual Infant Sleeping Plan is completed and in file for each infant up to 12 months of age. Infants up to12 months are placed on their back for sleeping. LPA was able to check Daily Record where teacher's will write the times of last meal, diaper changes, meals, naps, and last diaper change. LPA was able to review the Needs and Services Plan for infants that was located in each infant's

file.There is a fully equipped kitchen on the premises; however there is a separate refrigerator and microwave oven in the infant room. LPA observed bottles and food labeled for the infants. The food is kept in a separate cabinet. There is only one infant on formula the rest of the infants drink whole milk. The children allergies are posted. Parents bring diapers for the infants. LPA observed two high chairs. The chemicals are kept separate from the food. LPA observed a daily reports for the infants. LPA observed storage unit for diapers. All classrooms have trash can with tight lids, first aid supplies, smoke detectors; carbon monoxide/fire extinguishers were observed. LPA and Director tested Carbon Monoxide which was working properly. There was a fully stocked first aid kit. LPA reviewed a total of 2 staff files. All staff were current on their Mandated Reporter Training and First Aid. LPA reviewed 5 children files all files has current required documentation

Outdoor equipment was inspected for health, safety, cushioning material, good material, good repair and age appropriateness. LPA observed age appropriate equipment for infants. There are trees used as shade for rest. The infants have a separate yard from the preschool children. There are no bodies of water on the premises. The staff were reminded to empty the water table after each use.LPA reminded that it is the facility responsibility to know the regulations as well as anyone who assists in providing care. Site supervisor was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.cdss.ca.gov. LPA also advised to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. LPA informed the Child Care Advocate Program (CCAP) provide many other helpful resources to the licensees and the public. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA referred Dawn Speciale to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource.

LPA also informed Dawn Speciale of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
