Licensing Program Analyst (LPA) Shandra Powell conducted an unannounced annual inspection on 07/27/2023. LPA met with April Diego, Licensee. A copy of the Entrance Checklist for Child Care homes form (LIC 126) was provided to the licensee upon entry. Present during inspection were the licensee 3 children (all over the age of 10) and 5 childcare children. The licensee stated her husband also resides in the Family Child Care Home. All Adults present, residing and working in the home are fingerprint cleared and associated to the facility.

The operating hours are Monday-Friday from 7:30am to 6:30 pm. LPA reviewed Child Care Facility Roster where 5 children were listed and enrolled. Licensee stated not providing care for any Infants at this time. Licensee, guided analyst on a tour of the inside and outside of the home. LPA observed Facility License, Notification of Parents Rights (PUB 394) and Earthquake Preparedness (LIC9148) posted on walls in the living room. Documents were publicly accessible at facility.

LPA reviewed the Emergency Disaster Plan (LIC610A), Facility Roster (LIC 9040) and Fire/Earthquake Drill Log (last drill conducted on June 28th 2023).

This is a one story home with 3 bedrooms, 1 bathroom, kitchen living room and dining room with front and backyard. The licensee indicates areas for childcare is being conducted in the living room (playroom and napping), dining area (snack, and arts and craft room and napping), There is no childcare being conducted in the kitchen, bedrooms, and backyard.

The kitchen and the bedrooms, backyard are made inaccessible by child proof covers over door knobs and lock. Telephone service, heating, lighting and ventilation were evaluated and in good condition. The open face heater was inspected to be screened to prevent access by children in care. Furniture and equipment was inspected for age appropriateness and good repair. Licensee agrees that no baby walkers, bouncers, jumpers, and similar items will be used for children in care.
Licensee stated the isolation area for ill children is located in the Dining Room of the home where a child gate will be put up to separate children.

LPA reminded licensee when children bring food or drink items into the home during childcare hours they must be labeled and properly stored.

Home ceiling fans for a cooling and source.

LPA inspected the bathroom and did not observe any medications, toxins or cleaning compounds that would pose a risk to children in care. LPA observe cots for napping, cubby's and child toys and games in the living room. LPA observe child tables and chairs located in the dining room where children were eating lunch.

LPA observed a fire extinguisher which is at least a 2A:10BC the fire extinguisher has not been serviced within a year per licensee. LPA reminded licensee that the fire extinguisher must be serviced yearly or a new fire extinguisher must be bought.
Smoke/Carbon Monoxide detector was inspected and tested.

During inspection LPA observed a full complete First Aid Kit in the home. Current CPR/First Aid certification was available for review for licensee issued 02/03/2022 . LPA observed a updated Mandated Reporter Training Certificate for licensee dated 03/12/2022.

LPA reviewed children's file during today's inspection and observed the following LIC 700 (Identification and Emergency Information), LIC 627 (Consent for Emergency Medical Treatment), LIC 995A (Notification of Parents' Rights). Files were complete.


No swimming pools or bodies of water were observed. There are no firearms or ammunition on the premises per licensee. No poisons were observed during the inspection. Licensee stated cleaning compounds locked under the sink cabinet in the kitchen- content made inaccessible to the children in care.

Front yard is used for outdoor play.

Licensee state field trips are taken outside the home with child care children. LPA reminded licensee only drivers licensed for the type of vehicle to be operated shall be permitted to transport children in care.

The manufacturer's rated seating capacity of the vehicle shall not be exceeded.

Motor vehicles used to transport children in care shall be maintained in safe operating condition.
All vehicle occupants must be secured in an appropriate restraint system.

Children shalll not be left in parked vehicles.
When transporting infants in any motor vehicle, the licensee shall secure the infants in a car seat, designed for infants, which is secured in the vehicle in accordance with manufacturer's instructions.
The licensee or registrant shall maintain one of the following:

(1) Liability insurance kept in force covering injury to clients and guests in the amount of at least one hundred thousand dollars ($100,000) per occurrence and three hundred thousand dollars ($300,000) in the total annual aggregate, sustained on account of the negligence of the licensee or its employees.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed LIC9227 Individual Infant Sleeping Plan and 15 Min Sleeping Log during inspection.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
