Licensing Program Analysts (LPAs), Silva Garibyan met with the director, Lucy Stepanian, and conducted an Annual Random visit. LPA toured and inspected the preschool in accordance with the facility sketch on 09/19/2019 at 3:25 p.m. Facility is currently licensed for a capacity of 10 children. There was one teacher present on the premises along with the director. Facility is operating within capacity limitations. The preschool facility consists of one classroom. LPA observed proper teacher to child ratios in the classroom. There are no bodies of water on the premises during the visit. There is a separate play area and bathroom for the school age children. The outside play area has a shaded area and a water fountain. Director states she has 7 children enrolled, files were reviewed and complete. The facility is also licensed for 61 preschool age children ages 2 to enrollment in first grade.(192002594).
The following were observed during this visit:
1. Fingerprint clearance of staff;
2. Availability of drinking water to children both indoors and outdoor.
3. Cleanliness of facility and children's toys/equipment; cushioning under outdoor equipment.
4. Cleanliness of bathrooms, operation of toilets and sinks. .
5. Inaccessibility of chemicals and toxins to children in care;
6. Allergy list is posted on the kitchen refrigerator.
7. Sign in/out sheets; postings; emergency disaster drill logs.
8. Storage of children's belongings
9. The director and all staff have current Pediatric CPR/First Aid training to expire in 10/2018.

Children are inspected for illnesses as they arrive. A review of medication policy indicated that Medication is administered by the director or teacher, who documents the date, time and dosage onto a log. Medications are stored securely and inaccessible to children in the kitchen. There is a separate area for isolation and care of ill children in the director's office. There is a cot available for each ill child. An isolated toilet and sink are available for ill children.

There is a clean, fully equipped kitchen with stove, refrigerator, freezer and microwave oven. The facility provides breakfast, lunch and snack. Menus and allergy lists are posted in the kitchen and classroom. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food. The kitchen and staff bathroom are inaccessible by means of locked door.

Senate Bill 792: that prohibits a person from being employed or volunteering at a child care facility if he or she has not been immunized against influenza, pertussis and measles and Assembly Bill 290 (Alejo, Chapter 734, Statutes of 2013). Staff immunization records are up to date.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com. Staff has completed the training.



New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016 personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment. Page 2 of 3

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Incidental Medical Services: Facilities that provide Incidental Medical Services (IMS) must identify those services in their facility’s Plan of Operation and submit an updated Plan of Operation to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The facility is operating in substantial compliance with the Title 22 Regulations at time of visit.
