Licensing Program Analyst (LPA) Denise Gibbs conducted an unannounced annual random inspection on 12/17/19 at 11:00 am. LPA met with Luis Morales, Director, who guided analyst on a tour of the facility. This is a preschool program which consists of 3 classrooms (2 classrooms on the inside of the glass doors and one right on the outside of the glass doors). The facility is attached to a church, McCarty Christian Church. The child care is located on the first floor. Facility operation hours are Monday to Friday from 7:00 AM to 5:30 PM. Upon arrival LPA observed 48 children in care.

All areas identified on this report were inspected. Upon arrival, the following staff were present during this inspection: Luceritos Room: Staff #1 with 7 children; Arcoiris Room: Staff #2 with 8 children; Estrellitas Room: Staff #3, #4, and #5 with 16 children. Outside area 1: Staff #6 with 9 children and Outside area #2 Staff #7 with 8 children. Teacher-Child ratios were observed to be in accordance with Title 22 Regulations. All children were observed to be under visual supervision of a teacher at all times.

The following was observed during the tour of the facility:

This facility has electronic sign in/out sheets via an iPad. Per Director paper forms are used if iPad is not available. Children present were signed in. Disaster drill log was available, last drill was conducted on 12/2/19. LPA observed required licensing documents posted on bulletin board in the hallway near Directors Office.

Furniture and equipment were inspected for age appropriateness and good repair. LPA observed material and equipment are free of sharp, loose, or pointed parts. Telephone service, heating, lighting and ventilation were evaluated and are operable. Children have their own cubby to store their belongings. Linens are taken home each week to be washed. Napping equipment (cots) were observed and meet requirements. Per Director, the isolation area is located in the office. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed. ----------------PAGE 1

Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. According to the Director, medication is not administered at this facility. Director states that there are no poisons stored at the facility and understands that storage areas for poisons must be locked with a key or combination lock. First Aid supplies were observed in the classrooms.

Menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides Breakfast, lunch and PM snack. LPA observed that water is readily available indoors via a pitcher and cups.

All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins have tight-fitting covers that are kept on, and in good repair. All foods/beverages are stored in covered containers at 45˚ (F) or less.

LPA observed 4 different outdoor spaces used for children. Per Director, teachers rotate through the yards to maintain small group sizes. Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. Areas around and/or under climbing equipment, swings and slides have cushioning material to absorb a fall. The outdoor area had adequate shade. LPA observed that water is readily available outdoors via pitchers and cups. LPA did not observe any bodies of water during this visit. Director states there are no weapons or firearms on the premises.

All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection.

Children’s and Staff's Records were reviewed and are complete.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Senate Bill 792: this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

LPA advised the Director to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.


Exit interview was conducted with Director, Luis Morales, including, but not limited to Appeal Rights, Appeal Procedures and Agencies Consultative Role. The Licensee was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these forms.
