Licensing Program Analyst (LPA) Denise Miranda conducted an unannounced annual random site inspection to ensure the health & safety standards as required by regulations governing family child care homes are being met. LPA met with Licensee, Joelle Dumas. LPA inspected the inside and outside of the facility.

Upon around 7:45am, LPA arrival no children in care and one teacher and one teacher assistant. Around 8:10am LPA observed 4 children arrived and one teacher and two assistants. Around 9:30am LPA observed 15 children in care and supervision with one teacher and two teacher assistants. LPA observed sign/sign out sheets. Facility is operating within capacity limitations.



Main care is conducted in 4 bungalows on the property. Bungalow A is used for play and has a kitchen attached. LPA observed a gate separating the kitchen from the play area. LPA observed all cleaning items, sharp items and hazardous materials inaccessible to children in care. Bungalow A is used for arts, baking, science and reading. Bungalow B is used for learning, music, meditation, yoga and art and general activities. Bungalow C is used for learning, general activities. LPA observed age appropriate materials for play. LPA inspected toilets and sinks for good working conditions. Bungalow D is used for music and art. Licensee stated piano is only used by teachers.

All Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual cubbies for children's belongings. The facility uses the bungalow B as an isolation area when children are sick.



The bathroom and toileting areas were inspected, LPA observed adequate toilets and sinks to accommodate the facility’s capacity. Toilets flush properly, toilet and sinks are reachable by the children in care. The restroom has adequate toilet paper and paper towels available. The bathroom was found to be clean. There is adequate lighting/ventilation in the bathroom area.

Senate Bill 792: Commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

During this inspection, LPA also provided the following documents about 1) 1-844-LET-US-NO, Department of Social Services, 2) California School Immunization Record form CDPH286, 3) California Law – Car Seat by California Department of Public Health, 4) Mandate report form PUB458 by California Department of Social Services and 5) AB 2084 (Brownley) - Health Beverages in Childcare by California Center for Public Health Advocacy California Food Policy Advocates.

LPA provided copy of Title 22 101170 Criminal Record Clearance.

The facility was found to be in compliance per Title 22 regulations, no cited today 05/17/2019.

A copy of this report along with notice of Site Visit and advisory notes were issued and explained to the Ms. Joelle Dumas, Licensee. An exit interview was conducted.

The facility provides breakfast, lunch and am/pm snacks. LPA observed a menu posted. Food preparation area was toured for safety, cleanliness and proper equipment. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. A review of cleaning and food supply storage areas was made.

First Aid supplies, smoke detectors, carbon monoxide and fire extinguishers were observed.

LPA observed mats for napping in Bungalow B. Water is available inside the classrooms. Teachers also take a pitcher of water and cups outdoors.
Fire and disaster drills are conducted monthly. LPA observed Teachers with currently certified in pediatric first aid and CPR which expires on 10/2020.
LPA observed cleaning supplies are out of reach to the children and is stored outside of classrooms.
Inspection of the outdoor play area was conducted climbing structures, swings, slides and other large play equipment are securely anchored. All areas are adequate resilient cushioning and free of hazards. Drinking water is readily available on the outdoor play space. There is adequate shade for the children in care. There is appropriate fencing around the perimeter of the outdoor play area.
First Aid supplies were stored appropriately area in the classroom A. Required postings were observed by LPA’s.
LPA observed Children and staff records were reviewed during the inspection.

The following was discussed:

Mandatory Forms for the children’s files and staff’s files, Requirements for disaster drills and documentation for both. Role and responsibilities of being a mandated reporter were discussed. The licensee was advised how to access forms and Regulations for Family Child Care online at www.ccld.ca.gov.

Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises.

Requirements for fingerprint clearances and associations were discussed with the licensee. Licensee can be cited a civil penalty of $100 per day, up to $500.00 (5 days) for the 1st offense and up to $3000.00 for the 2nd offense within a 12-month period. The licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and licensing within the time frame specified by the regulation. The "Notification of Parent's Rights" (PUB394) poster must be posted in an area accessible to parents. The information regarding new legislation with regards to exemptions and Parent’s Rights was also discussed.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. The facility does not provide IMS. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

AB 1207: Beginning January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years.
