1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 04/17/20 at 9:45 am Licensing Program Analyst (LPA) Antonio Almanza conducted a Tele-Conference to conclude investigation (complaint number 30-CC-20200316153523) at JOYCE'S TOLUCA LAKE PRE-SCHOOL. On 03/18/20/2020, LPA Antonio Almanza conducting an Unannounced 10-day Complaint Visit to investigate a complaint received on 03/16/2020. LPA interviewed the Owner McManus, Linda to inquire about the complaint (complaint number 30-CC-20200316153523). During today’s tele-conference, the facility has 1 staff and 4 children. The facility is currently operating using the 10 children to 1 staff ratio. On 03/18/20, Linda McManus stated that she is the owner of JOYCE'S TOLUCA LAKE PRE-SCHOOL (FAC 197412014) located at 10512 MAGNOLIA BLVD., NORTH HOLLYWOOD, CA., 91601 and JOYCE'S TOLUCA LAKE PRE-SCHOOL (FAC 197412026) located at 10506 MAGNOLIA BLVD., NORTH HOLLYWOOD, CA., 91601. The two facilities are on home style buildings that are located next door to each other. The grounds of the facilities are entered through the same entrance on Magnolia Blvd. The playgrounds for the two facilities are separated with a fence. Based on interviews conducted, review of facility's records and LPA observation, it was revealed that the facility commingles children from the facility next door (FAC 197412026) into the facilities (197412014) playground. The facility uses an electronic sign in and sign system that populates both facilities information on the same printout. The owner of the two facilities is currently operating the facilities under the premise that she has one facility. The Facilities are on the same compound and have been operating this way since the facilities where licensed in 2004. The two facility are licensed under two separate addresses are have been licensed to operate independently

The two facilities are operating using an electronic sing in system that populates the information from both facilities on the same printout. The owner stated that she uses the same electronic sign in system and same account for her two facilities.

Due to COVID-19, the facilities stopped operating on 03/18/20 for precautionary measures and reopened on 04/01/20. During the visit LPA did not observe commingling of the playgrounds. The owner of the facilities provided LPA with all information requested during the investigation. At this time the facility is being given an advisory on the operation of the two facilities. At this time, the facilities are not currently operating.

LPA has advised the owner of the Two Facilities that she cannot operate her two facilities under the premise that she only has one facility. The two facilities must operate independently and must comply with Title 22 Regulation and Health and Safety Code: comingling of children from one facility playground to the other is not allowed, electronic sign in must operate independently between the two facilities, each facility shall have a Director present on the premises during the hours the center is in operation (operating independently). Facilities must be staffed to meet required ratios and facilities must operate within the limitations of their licensed capacity.

There are no deficiencies being cited during todays visit. An exit interview was conducted, a copy of this report, and Notice of Site Visit were emailed (read receipt) to the Director Linda McManus.
