On 07/15/2024 at 9:35 AM an unannounced Required – 3 Year Inspection was conducted by Licensing Program Analyst (LPA) Katrina Chicote. LPA announced purpose of visit and met with Facility Representative (FR), Alison Ludwig, Director. Facility is currently licensed for a capacity of 43 and per FR have 60 enrolled. The program currently operates two half day programs 9:00 AM to 12:00 PM and 12:45 PM to 3:45 PM and a Full Day Transitional Kindergarten Program Monday thru Friday from 8:30 AM to 3:45 PM. LPA was taken on a guided tour of the facility of both indoors and outdoors. Required postings were observed. LIC 125 was provided.

The facility is made up of three classrooms: DK Room, Pre-K Room, and Middles Room. At the initial start of the site visit, LPA observed seven children with two teachers in Middles Room, 14 children with three teachers for Pre-K class using outside play yard (Big Yard), and seven children with three teachers for DK Room in another outside play yard (Small Yard). LPA observed total census to be 28 children with ten staff members at time of inspection.

Beginning at 9:40 AM, furniture and equipment were inspected for age appropriateness and good repair. LPA observed surface of classrooms to be safe and clean, and child size tables and chairs available for children with rounded edges and well maintained. LPA observed a variety of age appropriate toys available for dramatic play, art, sensory play, and a library area available for quiet play. Telephone service, heating, lighting and ventilation were evaluated. LPA observed backpacks on hanging hooks as a place for children's belongings. Availability of drinking water was reviewed. LPA observed personal water bottles for children with refill water stations available. Per FR, they only offer a rest period time for full day program and use mats, which LPA observed stored in storage bench, for napping. FR states they currently do not have any children attending that are using rest period. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed bathroom available shared by Middles and PreK classroom that has three toilets and four sinks. LPA observed additional bathroom available outdoors that has two toilets and two sinks, totaling five toilets and six sinks. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. LPA observed these items stored up high making them inaccessible to children at time of inspection. Beginning at 10:10 AM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed two main outdoor play areas available for children which FR states is called the "Big Yard" and "Little Yard". LPA observed surface of outdoor play areas to be safe and maintained for activities planned. LPA observed a variety of play areas such as sand pit, bounce equipment, Mud Kitchen, bicycle path, and dramatic play equipment with age appropriate toys that have been maintained for outdoor use at time of inspection. LPA observed swing sets available in both play yards and a wooden multi-level play structure with slides with cushioning material below to absorb fall all well maintained. LPA observed a chicken coup in between play yard with chickens that has been maintained and completely fenced in. LPA observed water features available in outdoor play areas that had minimal water for use for sensory play, per FR once children are no longer using outdoor play areas the water features are then emptied. LPA observed two additional outdoor play areas that are in front of the facility that FR states is used minimally. FR states one area is "Carpool Area" where children play while waiting for pick up, LPA observed bicycles, and a "Ninja Line" available that FR states is only used for older kids and cushioning mat is placed under for cushioning material. FR states other area is "Cafe Area" where children use when their Authorized Representative is present. Required shade and fencing were inspected. LPA observed a variety of seating available through out play yard that offer shaded areas. LPA advised that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to their water bottles during outside play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

A first aid kit is kept in each classroom and outdoor play yard. LPA observed First Aid Kit stored in outdoor bathroom and inventoried for necessary supplies. LPA observed carbon monoxide detectors available through out and tested at least one which was observed to be in operable condition at time of inspection. LPA observed smoke detectors and fire extinguishers are present in the facility. LPA discussed requirement to have fire extinguishers serviced annually and to conduct regular checks of smoke and carbon monoxide detectors to ensure they are in operable condition. Disaster drill log was observed posted and last drill conducted on 07/15/2024. Isolation area for sick children is in Office where LPA observed bench seating available and child can have full supervision until child is picked up by Authorized Representative. Per FR, they currently have two children (Child #1 and #2) present that require medicines. LPA observed medicines stored in a cabinet in the Office, which is centrally located but inaccessible to children. LPA observed medicines for children in original packaging with unaltered label and conducted record review to ensure completion of required documents. Pg 2 of 4

Snack/lunch menus were were not observed posted. Per FR, lunches and snacks are brought from home and they only provide a PM snack for the Full Day Program. FR states they notify parents what snack was provided after. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. LPA observed a Compost bin with tight fitting lids for the disposal of food items.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed, LPA observed all children present signed in at time of inspection. Personal Rights of children were observed by LPA.

Beginning at 11:00 AM, staff and children’s records were reviewed for completeness. Inspection of required forms was made and documented on the LIC 857 for children and the LIC 859 for staff. CPR card expires on 09/07/2024 for Staff #2. 6 of 6 staff files reviewed did have proof of the AB1207 Mandated Reporter Training certificate on file at time of inspection. LPA discussed education and immunization requirements with FR at time of inspection. All staff and employees have obtained a criminal record clearance or criminal record exemption at time of inspection.

The following were discussed:
LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Facility Representative was reminded that all adults 18 and over in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA referred Facility Representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Incidental Medical Services (IMS) - Child Care Centers
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited only advisories given today, 07/15/2024.

A notice of site visit was given and must remain posted for 30 days.
