On 6/12/19, Licensing Program Analyst (LPA) Helen Estrella conducted an annual/random inspection to the facility. Upon arrival, LPA met with the Director Rose Lupian and informed her the nature of the inspection. There was a total census of 25 children with 2 teachers, 2 assistant teachers and the Director. The program is a full day program. The Director states the program will be closed for the summer beginning June 14 to August 26, 2019.

LPA toured the facility (inside and outside). The parent board is located at the entrance of the facility and obtained required postings. Sign in/out sheets were observed. The facility is located next to St. Anthony Church. The restrooms were observed, toilets are functioning and sinks were at proper temperature. It was observed to be clean of debris, and with ample supply of toilet paper, soap and paper towels. LPA observed age appropriate toys, furniture and equipment. There were appropriate cubbies for the children's belongings. Drinking water is readily available and trash cans with lids were observed. There is a separate restroom for staff and an isolation area for ill children was observed.

LPA observed a 2A10BC fire extinguisher and operable smoke/carbon monoxide detector. There are several first aid kits throughout the facility. The staff has current First Aid/CPR valid through 8/2019. The monthly fire/emergency drill log was observed. Snack menu was observed by parent board. The facility currently does not provide Incidental Medical Services (IMS) and the Director states they are a nut-free facility. There are no weapons/firearms and no bodies of water at the facility.

The outdoor area was observed and appeared to be clean, safe, free of debris and hazards. The play equipment was in good repair with adequate shade/resting area. There is a splay structure that was observed anchored to ground and in good repair. Drinking water is readily available in outdoor play yard.

Child Advocate Program: The Child Care Advocate Program (CCAP) is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Reporting Requirements: The licensee was informed of the responsibility to report suspected Child Abuse by calling the Child Abuse Hot line at 1-800-540-4000. The Facility is to contact the Department office within 24 hours of the Unusual Incident/injury occurrence and follow up with a written Unusual Incident/Injury Report (LIC 624B) within 7 business days.

Notice of Site Visit: The facility is provided a notice of site visit and it must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, (Type A violation), a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. The facility was made aware that a licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.

Facility was in substantial compliance at the time of inspection. An exit interview was conducted and a copy of this report was given to Director Rosa Aguayo.

This facility does not provide Incidental Medical Services – IMS. Incidental Medical Services (IMS) policy was discussed. The following was discussed with the Director:
New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Child Care Center Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

Mandated Reporter Training: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. www.mandatedreporterca.com

Quaterly Updates: Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations.
