Licensing Program Analyst (LPA) Doris Whitmore arrived at the above facility to conduct an annual unannounced inspection/ decrease in capacity. LPA met with Teresa Ramos and Cecila Cassio about 10:01 a.m.we toured all areas accessible to children. LPA did not observe care and supervision due to care not resuming until August 15, 2023. All center staff that was present during today’s visit had fingerprint clearance and associated to the designated license number.
Facility is requesting to decrease current capacity of 64 preschool age children (2 to 5 years old) to 33 preschool and add a Toddler Option (18) for a total of 51 children.

This facility is located on the elementary school premises using the parents/resources bungalow. This is a half day program serving 4-part day classes. Facility hours of operation are 7:00am - 6:00pm Monday - Friday. LPA observed all posting requirements for operation on the posting board LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, Activity Schedule. Waiver was observed. Emergency disaster plan is reflected to the current year. Staff records will be reviewed at another visit at which time the children’s records will be reviewed as well.


During this inspection, LPA observed a working telephone on the premises, heating, lighting and ventilation were evaluated. Furniture and equipment were inspected for age appropriateness and good repair. Napping equipment were observed to be clean and good condition. Adequate storage for children's belongings, bathrooms facilities, and separate area for isolation is in the staff office. Availability of drinking water was observed water dispenser with cups. All trash cans had tight lids. Documentation of current Fire/Earthquake disaster drill was observed on a monthly basis. First Aid supplies were inventoried and available. A review of medication policy, including properly labeled and stored in original container. Per center staff, the facility serves breakfast, lunch and snack. Foods and snacks are delivered daily to the site from the main kitchen.

An inspection of cleaning and food supply storage areas was made. Food preparation area was toured for safety, cleanliness, adequately equipped and inaccessible to children in care. Page1

Food and snack items are properly stored. Outdoor area observed to be fenced. Climbing structure, slides and apparatus equipment securely anchored and has cushioned with material that absorbs falls zone. Bikes were observed in good condition. LPA observed other educational materials were available for children to utilize. Play area observed free of miscellaneous debris or hazards and inaccessibility to bodies of water. Required shade and rest areas are provided, drinking water readily available and accessible to children.

LPA reminded that it is the responsibility of the facility to know the regulations as well as anyone who assists in providing care. Site supervisor was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. LPA also advised staff to read the Child Care quarterly updates every season as they come out to stay informed of any changes or updates to the regulations. LPA informed that the Child Care Advocate Program (CCAP) can provide many other helpful resources to the licensees and the public. Facility may also register on CCAP website for the new quarterly report to be notified. Facility staff was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP Page 2

LPA inspected the two rooms (C3 & C4) that are to be used for the Toddler Option and observed age-appropriate furniture and toys. A proper fire extinguisher carbon monoxide and smoke detectors were observed and operable. LPA discussed the safe sleep regulations with licensee Teresa Ramos and Cecila Cassio and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The rooms that are to be used for the Toddler option were measured C3 measured 29 x 19 = 551 divided by 35 for a total of 15 and C4 measured 29 x 18.33 = 531.57 divided by 35 for a total of 15. The outdoor Toddler area measured 112.25 x 28 equals 3143 divided by 75 for a total of 41 children in the outdoor space.

Based on the decrease in capacity a waiver is not needed for either outdoor space due to the designated areas being able to accommodate the requested capacity for each program.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility Staff was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Prior to approving the Toddler Option the facility needs to provide proof of the following: pictures of the fence covering, padding for the outdoor post, latch for the rear gate, securing of the area rug.
