On 03/01/2022 at 9:00am, Licensing Program Analyst (LPA) Judy Laureano conducted an unannounced Case Management – COVID-19 inspection for the purpose of following up on
Unusual Incident Reports (UIR) submitted to the El Segundo Regional Child Care Office.


LPA Laureano with Director Kathleen Mitchell who toured LPA through the inside and outside of the facility. LPA observed 48 children in care with 7 staff and director on site.

According to the UIR, on 12/22/2021- 2 children were reported testing positive for COVID 19.
According to the UIR, on 12/27/2021- 1 child testing positive for COVID 19.
According to the UIR, on 12/29/2021- 1 child and one 1 staff testing positive for COVID-19.

According to the UIR, on 01/5/2022- 2 children tested positive for COVID-19.
According to the UIR, on 01/7/2022 - 1 child and 1 staff testing positive for COVID-19.

Director and Assistant director stated all of the children and staff who were reported testing positive for COVID have all isolated and have since all returned to the facility. Assistant director is the desginated person that completes all UIR forms and following up with the local department of health.

During inspection, LPA observed children and staff wearing masks while outdoors. Director and Assistant director confirmed additional masks available throughout the facility. LPA observed staff wearing masks, soap and paper towels were observed to be available at all handwashing sinks and hand sanitizer available throughout the facility.

LPA observed two table set up for sign in/ out in different areas to avoid congestion while parents drop off. LPA Laureano observed sign in/out sheets to have parent/ guardians’ full signature. LPA observed facility’s Reopening Plan, Post Pandemic COVID Precautions and Hand Lotion Permission Slip.

LPA Laureano observed COVID-19 signage throughout the facility for mask wearing and hand washing. At the front entrance LPA Laureano observed morning drop off with parent, child and director all wearing masks. Director was observed taking the temperature of the child before child enters facility. Parents do not come in the facility. Facility staff is available at the gate for morning drop off and afternoon pick up. If pick up and/or drop off happens outside the designated time, parents contact the facility to access their child.

LPA Laureano observed facility supply of PPE COVID supplies such as hand sanitizing wipes, liquid hand sanitizer, cleaning wipes, masks and thermometers. Director stated that a cleaning crew cleans and disinfects facility every evening.

No deficiencies are cited, per Title 22, Division 12, Chapter 3, of the California Code of Regulations.

An exit interview was conducted and a copy of this report (LIC 809) and Notice of Site Visit were provided to Kathleen Mitchell and Erica Arreyin.
