On 9/22/23 Licensing Program Analyst (LPA), V. Wheatley conducted an inspection and investigation regarding the above allegation and met with the licensee's daughter Genice Hatcher. Per Genice, licensee Sheila Hatcher is at the bank. LPA observed five children on the premises today supervised by two adutls (Staff #1 and Staff #2). LPA did not observe anyone smoking or any vermin on the premises today. Licensee Sheila Hatcher did arrive at the home at 11am and was informed of matters discussed.

On 6/30/23, LPA conducted an inspection. The licensee denied the allegations. LPA did not observe the allegations above. LPA requested a copy of the children's roster. LPA interviewed witnesses (parents) and did not obtain any information to validate the allegations.

Based upon LPA's observance, information received and interviews conducted, the allegations have been determined Unsubstantiated. A Unsubstantiated finding means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
