13 | On 08/29/2023, LPA Whitmore initiated the complaint investigation and met with Director Sheela Perera. LPA toured the facility indoors and outdoors, observing proper teacher/ child ratios with 14 total children in care and 2 teachers. LPA interviewed, Staff and Director. LPA obtained Facility Roster, Personnel Report, Sign in Sheets Children.On 11/20/2023 at 8:58 a.m. LPA Whitmore conducted a visit to complete the investigation and deliver findings. LPA Whitmore met with the Director Sheela Perera. LPA toured the facility indoors and outdoors, observing proper teacher/child ratios with 10 total children in care and 2 Teachers. The Department conducted a full investigation, which included staff interviews, interviews with relevant parties, as well as a record review which included documentation related to the allegations. LPA did not observe, nor was information provided via interviews that provided sufficient evidence to substantiate the allegations of Personal Rights- Staff using inappropriate forms of punishment, and Staff yelled at daycare child in the presence of other daycare children. Although the allegations may have happened or are valid there is not a preponderance of evidence to prove the alleged violations did or did not occur.Therefore, the allegations are deemed unsubstantiated.
