13 | On 3/02/23, the complaint investigation report LIC 9099 dated 02/27/23 was amended for the purpose to change the report from confidential to public.
On 02/27/23, Licensing Program Analyst (LPA) Beneros with licensee Cecilia Ramirez for the purpose of delivering the findings of the above allegations. Upon arrival, LPA observed 5 children with the licensee providing care and supervision.
During this investigation, LPA received pertinent documents related to this investigation, which included Facility Roster and other related documentation related to the allegation.
Over the course of investigating the allegations regarding personal rights, LPA conducted confidential interviews with staff, parents and children. In addition, LPA completed a review of the facility records. The information obtained over the course of the investigation, revealed inconsistencies regarding if licensee did or did not physically and emotionally abused children in care.
Based on files reviewed, interviews conducted with staff, children and parents, the above allegations are deemed Unsubstantited. There is not enough evidence or witnesses to substantiate, therefore, allegation is rendered Unsubstantiated at this time. A finding that the complaint is Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged allegation occurred.
An exit interview was conducted, and a copy of this report was read and provided to the licensee on this date, along with a copy of her appeal rights.
