13 | Licensing Program Analyst (LPA), V. Wheatley conducted an inspection regarding the above allegations. LPA met with the licensee / director L. Buckner at 2PM. LPA observed 13 infants supervised by three teachers. Ten of the children were waking up from naptime. LPA observed three infants in the rear napping room. Two infants were in cribs and one observed in an infant seat.
LPAs Wheatley and Hill investigated the allegations and interviewed the licensee who denied the allegations. LPAs interviewed Staff #1, #2, #3, and #4. LPA interviewed the complaiant. LPA interviewed parents. LPA reviewed staff records and reviewed Child #1's file.
Based on the observations, information obtained and interviews which were conducted, there is not a preponderance of evidence to substantiate the allegations, therefore the allegations are unsubstantiated. The unsubstantiated finding means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred.
