On 01/18/2022 at 9:26 a.m., Antonio Almanza, Licensing Program Analyst (LPA), conducted an unannounced site visit for the purpose of delivering finding for complaint received on 11/08/2021. LPA met with Monique Stewart, Owner, and explained the purpose of the visit.

During the course of the investigation, LPA Antonio Almanza conducted interviews and made observations regarding Allegations, (1) Staff left child in soiled diapers (2) Staff did not adequately supervise day care children.

Facility staff reported that infants’ diapers are changed upon arrival, as needed throughout the day and before they go home. Staff are reporting that the home has a security gate that is kept locked and closed and in order for parents to enter the premises they have to be buzzed in during drop-off and during pick-up. Staff are reporting that the home has security cameras and an alarm system that alerts them when a door is opened.

Parents are reporting that they have no concerns regarding the care, supervision and diapering needs that their children are receiving at the Family Child Care Home. Parents are reporting that the home has a security gate that requires them to be buzzed in, in order to enter the premises and they cannot enter the home unless they are allowed inside because the doors are locked.

On 11/16/2021, LPA Almanza conducted an unannounced visit at the Family Child Care Home. During the visit LPA observed a security fence made out of Blocks and wood. LPA observed a wrought iron electric sliding gate and self-closing swing gate. The sliding gate is electrical and cannot be opened manually. The swinging gate is locked and has an alarm system that allows the Licensee and Staff to buzz people into the property. LPA observed 2 infants and 2 toddlers in care and the children appeared to be in content and happy.

Based on the evidence obtained, LPA was unable to corroborate that the Allegations, (1) Staff left child in soiled diapers (2) Staff did not adequately supervise day care children did or did not occur. Therefore, the allegation is determined Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.
