Licensing Program Analyst (LPA) Denise Miranda conducted an unannounced annual random site inspection to ensure the health & safety standards as required by regulations governing family child care homes are being met. LPA met with Licensee, Elizabeth Parra, office Assistant. LPA inspected the inside and outside of the facility.

Upon arrival around 9:15am, LPA observed 11 children in care, 2 teachers and two teacher assistant.


At 9:20am LPA LPA observed sign/sign out sheets. A walk through of each classroom was conducted, classrooms were found to be clean and free from any potential hazards. Facility is operating within capacity limitations. Around 11:00am LPA met the licensee Ms. Sara Greisman.

Main care is conducted in 3 classrooms. Classroom#1, Classrom#2 and Classroom#3. LPA observed all the 11 children playing outside at the playground area. LPA observed a gate separating the kitchen from the classroom#3. LPA observed all cleaning items, sharp items and hazardous materials inaccessible to children in care.

All Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual cubbies for children's belongings. The facility portable heater and air conditioner. The Director office as an isolation area when children are sick.


The bathroom and toileting areas were inspected, LPA observed adequate toilets and sinks to accommodate the facility’s capacity. Toilets flush properly, toilet and sinks are reachable by the children in care. The restroom has adequate toilet paper and paper towels available. The bathroom was found to be clean. There is adequate lighting/ventilation in the bathroom area. Facility has 3 sinks and 3 toilets located by the classroom#3.

The ADA requires that child care providers not discriminate against persons with disabilities on the basis of disability, that is, that they provide children and parents with disabilities with an equal opportunity to participate in the child care center's programs and services

Requirements for fingerprint clearances and associations were discussed with the licensee. Licensee can be cited a civil penalty of $100 per day, up to $500.00 (5 days) for the 1st offense and up to $3000.00 for the 2nd offense within a 12-month period. The licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and licensing within the time frame specified by the regulation.

The "Notification of Parent's Rights" (PUB394) poster must be posted in an area accessible to parents.The information regarding new legislation with regards to exemptions and Parent’s Rights was also discussed.
The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. AB 1207: Beginning January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training no later than 3/30/2018 as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com
Senate Bill 792: Commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.
New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Preschool provides two snacks daily. Parents provide lunch for their child. All snacks and food are stored in kitchen. The snacks and food are in tight containers for safety. Cleaning supplies are stored high and inaccessible to children in care.
First Aid supplies, smoke detectors, carbon monoxide and fire extinguishers were observed.
LPA observed mats for napping. Water is available inside the classrooms. Teachers also take a pitcher of water and cups outdoors.
Fire and disaster drills are conducted monthly. The last fire drill was conducted on 5/3/2018. LPA observed Teachers with currently certified in pediatric first aid and Mandated Reporter.

LPA observed cleaning supplies are out of reach to the children and is stored inside of the kitchen area.

Inspection of the outdoor play area was conducted play equipment are securely anchored. All areas are adequate resilient cushioning and free of hazards. Drinking water is readily available on the outdoor play space. There is adequate shade for the children in care. There is appropriate fencing around the perimeter of the outdoor play area.

First Aid supplies were stored appropriately area inside the classrooms and director office’s Required postings were observed by LPA’s.

LPA observed Children and staff records were reviewed during the inspection.

The following was discussed:

Mandatory Forms for the children’s files and staff’s files, Requirements for disaster drills and documentation for both. Role and responsibilities of being a mandated reporter were discussed. The licensee was advised how to access forms and Regulations for Child Care online at www.ccld.ca.gov. Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
