On 5/15/2020 at 11:35 AM, Licensing Program Analyst (LPA) Helen Estrella conducted an unannounced case management inspection to the facility for the purpose of an increase in preschool children and waiver specifications for an increase in capacity for the preschool. Upon arrival, LPA met with Administrator Kryollos Wassily and Priest Angelos Guirges and informed the nature of the inspection. LPA toured the facility and there was no children in care at the time of the inspection. The facility is temporarily closed due to COVID-19.

The facility is requesting an increase in capacity from 45 to 63 children. The facility operation hours are Monday to Friday from 7:00 AM to 6:00 PM. The licensee has obtained a fire clearance from Inspector Sanders of Torrance Fire Department as of 05/12/2020.

The facility request to use an additional four (4) classrooms in a newly constructed building adjacent to classroom #1 for the purpose of the preschool license. The building consists of a total of seven (7) classrooms, kitchen, one (1) staff bathroom, and two (2) children's restrooms. (The facility is pending licensure for an infant center - St. Abraam Preschool # 197414417 and will be requesting to use the additional areas for the infant license).The outdoor activity space(s) is located in the rear of the facility, across the walking path of the parking lot. There are two enclosed play yards. The licensee is requesting usage of both play yards for preschool children. The Director shall ensure that gates are secure so that the walking path leading to the parking lot is inaccessible to children in care.

LPA conducted measurements of the facility (inside and outside). LPA informed the licensee that a subsequent pre-licensing inspection was required for the additional classrooms. The licensee was informed to ensure classrooms are set up for licensure in order to accurately determine corrections and activity space. The licensee was informed that the following measurements taken today were based on the current observations of the facility. Upon determination of the subsequent visit, re-measurements may be required.

The following corrections are needed:
  • Furniture & age appropriate equipment & in good repair
  • Toys to be safe, with no sharp edges, splinters or points, nor made of small pasts that can be pulled off and swallowed.
  • Drinking water readily available (inside and outside)
  • Separate area for isolation & care of ill children
  • Latch for gate on Play yard #2 needed.
  • Playground to be free of miscellaneous debris or hazards
  • Toilets, urinals and sinks are age appropriate (stools shall be used to reach sink and toilets)
  • Outdoor covers throughout the facility
  • Latches to cabinets in bathrooms
  • Bathrooms clean and safe. Sufficient toilet paper and paper towels to meet needs
  • Cots & mats area available for each child in care under the age of 5 years old
  • Bedding, cots, mats & sheets are stored properly
  • Cubbies or area for child's belongings so that bedding & other items are separately identified for each child
  • Board with required postings
  • Incidental Medical Services (IMS) storage and re-evaluation
  • Carbon Monoxide detector & Smoke Alarm
  • A 2A10BC Fire Extinguisher
  • First Aid Kit that includes Tweezers, Thermometer and Scissors
  • Emergency Supply Kit

Based on this inspection the facility shall be recommended for licensure pending a subsequent inspection, corrections, management review for approval. An exit interview was conducted and a copy of this report was provided to the Administrator.
