On 9/19/2019 at 11:15Am, Licensing Program Analyst (LPAs) Denise Miranda and Lisa Rios arrived at Artadi Family Child Care located at 2542 S. Bundy Blvd, Los Angeles, 90064, for the purpose of investigating the above-mentioned allegation. Upon arrival, LPA was greeted by Eloise Artadi, licensee, and Licensee’s assistant. LPA observed 7(which 2 were infants) children in care. LPA verified that all adults present in the home have obtained criminal record clearances and are associated to the facility.

LPA obtained copy of roster and Identification and emergency information forms.

During this visit, LPAS observed a car seat at the entrance of the living room. LPAs observed no children were place inside of the car seat. LPAs observed when licensee removed the car seat to the bedroom located beside to the bathroom (off limit area). During interview licensee provide information that an infant was placed inside of the car seat while licensee was feeding the infant.
Based on the complaint investigation; the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANIATED. California Code of Regulations, Title 22, is being cited on the attached LIC 9099D.

LPAs observed when licensee removed the car seat to the off limit area.

LIcensee provided a declaration that she understand per title 22 she is not allow to feed and provide care and supervision using a car seat to accomodate chilren in care.

This not met as evidences by: On 9/19/19, During interview licensee provided information that she fed an infant while was using a car seat. This poses an immediate Health and Safety risk to children in care.
