On 03/05/2021 at 3:30 pm, Licensing Program Analyst (LPA) Lourdes Castellanos conducted an unannounced tele-inspection visit with licensee, Carla Velasco. The visit was conducted Tele visit due to the current public health crisis, COVID-19. LPA advised license Carla Velasco, the purpose of today’s tele-inspection is to deliver the findings from the complaint received at the El Segundo Child Care Regional Office on 2/11/2021 regarding the allegation, Personal Rights: Licensee hit day care child.

During the investigation, LPA Castellanos conducted interviews with the licensee, staff, parents, and other relevant parties. LPA reviewed copies of the child roster, weekly creative curriculum plan and observed the care and supervision of the children on 02/12/2021.

During Initial complaint visit on 02/12/2021, LPA interviewed the licensee regarding disciplining procedures, Licensee denied mistreating children in care. The Licensee stated she does not believe in time-out. The Licensee also stated that when a child misbehaves, either herself or another staff will take the child to the side, speaks to the child, and try to calm the child down and give the children another chance to participate.

Parents interviews revealed that they have no concerns and are satisfied with the level of care being provided by licensee. Parents also stated they have not had any incidents related to the licensee handling children in a rough manner. Children are happy when they are dropped off and picked up. Parents stated they are also satisfied with the different activities at the facility such as group time (songs, stories, games).


Reporting party is reporting that C1 had received buries on the neck while at the family child care home. LPA was unable to verify that the child sustained bruising on the neck while at the family child care home. LPA was unable to interview C1 and unable to determine if C1 was injured while in care at the Family Child Care Home


Based on the evidence obtained, LPA was unable to meet the preponderance of evidence standard regarding the above allegation. Therefore, the allegation is determined Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.

An exit interview was conducted with licensee Carla Velasco. A copy of this report and a Notice of Site Visit are being emailed to Ms. Velasco. LPA explained that a reply to the email shall be considered a substitute for the hard-copy signature.
