On 01/09/2024 at 9:40 AM an unannounced Required – 3 Year Inspection was conducted by Licensing Program Analyst (LPA) Katrina Chicote. LPA announced purpose of visit and initially met with S1 who provided initial tour of the facility. Director arrived shortly after and continued rest of tour. Facility is currently licensed for a capacity of 30 preschoolers. There is an Infant Program license at the same facility (# 197416637). LPA observed Preschool Program has separate entrance from Infant Program. The program currently operates Monday thru Friday from 6:30 AM to 6:30 PM.

At the initial start of the site visit, there is a total census of 25 preschoolers and a total census of four teachers present. The facility is made up of three classrooms: 2s Room, 3s Room, and Pre-K. LPA observed eight preschoolers with two staff (S1, S2) in 3s Room, eight preschoolers with one staff (S3) in 2s Room, and nine preschoolers with one staff (S4) in Pre-K Room. Sign in/out procedures were discussed and LPA observed all preschoolers present signed in at time of inspection.

Beginning at 9:45 AM, furniture and equipment were inspected for age appropriateness and good repair in each classroom. LPA observed surface of classrooms to be safe and clean, and child size tables and chairs available for children well maintained. LPA observed a variety of age appropriate toys including large legos, plastic manipulatives, and books available for children that are stored in bins on shelves in each classroom. LPA observed books available in each classroom and an area in each classroom for quiet play. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings in each classroom. Cots were inspected and observed stored outside by classrooms. LPA observed linens for children stored in baskets inside each classroom closet. Per Director, linens are provided by the families and taken home weekly for washing. Availability of drinking water was reviewed. LPA observed a water cooler available for children and children's personal water bottles in each classroom. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed shared bathroom available for all classrooms that had three toilets and one sink, two additional sinks are available outside. LPA observed changing table in Preschool Bathroom that

is used by Infant Program (Toddler Classroom - 2s). LPA observed infant being changed on changing table as Preschoolers were using Bathroom. LPA discussed observation with Director and reminded that programs cannot co-mingle, which includes the use of the bathroom.

LPA observed a first aid kit is kept in Kitchen which is used for Preschool Program. LPA tested carbon monoxide detectors and observed to be in operable condition at time of inspection. LPA observed smoke detectors and fire extinguishers are present in the facility. Fire extinguishers have been serviced on 10/2023. Disaster drill log was available and LPA observed last drill conducted on 11/15/2023. Sick/isolation area for children is in Director's office, which LPA observed to have a lounge chair available.

LPA observed snack menus posted. Per S1, facility provides AM and PM snack and children bring in their lunches. LPA observed children's lunch boxes stored in cubbies. Per S1, they require parents to bring in ice packs inside lunch boxes should the food need to be refrigerated. Snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment.

Outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. Required shade and fencing were inspected. LPA observed two play yards available for Preschool Program. LPA observed a large play structure, with monkey bars, climbing equipment, and slide that was maintained at time of inspection. LPA observed surface of this play yard to have cushioning material below that is not maintained, LPA observed various holes ranging from small to large size on surface of cushioning material. LPA discussed observation with Director. LPA observed other play yard to be designated for ride along equipment such as plastic play cars and tricycles. LPA observed surface of this area to be maintained at time of inspection. LPA observed a variety of plastic play equipment and age appropriate toys available in play yard. LPA observed sinks available with water fountains available for drinking water outside. LPA advised Director that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate.

Beginning at 11:00 AM, staff and children’s records were reviewed for completeness. Inspection of required forms was made and documented on the LIC 857 for children and the LIC 859 for staff. Criminal Record Clearances were reviewed for adults. CPR card expires on 05/2025 for S1. Two Staff (S3 and S4) present did not have proof of the AB 1207 Mandated Reporter Training certificate on file. LPA discussed requirement with Director.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

Licensee (or facility representative) was reminded that all adults 18 and over in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location and reminder unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.
