On 07/06/2022 Licensing Program Analyst (LPA) Suzette Ornelas, conducted an unannounced Annual Required Inspection for the preschool license. LPA met with Director, Elsy Garcia, and toured the facility indoors and outdoors. Days and hours of operation are Monday through Friday 8a to 6p.

A census was taken and LPA observed 46 children in all four classrooms along with 7 teachers. Parents sign the children in and out via electronic pad near the school office. The number of children checked in via the electronic pad was the same as the census taken by the LPA. Current facility sketch reviewed and director confirmed that there are 4 licensed rooms at the facility. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Rooms 1, 2, and 3 have access to restrooms located within the classrooms. Room 4 does not have a restroom located within; however, shares restrooms with room 2 and 3. All accessible toilets and handwashing facilities are in safe and sanitary operating condition. LPA observed the restroom in room 2 was made inaccessible to the children in care due to one on the toilets missing the toilet tank lid. Per director, maintenance is pending and will provide proof of correction via email once the toilet has been restored making the restroom once again accessible to the children.

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. No poisons were observed during the inspection. Per director, there are none on site.

Playground equipment is in safe condition, free of sharp, loose or pointed parts. LPA reminded director to ensure the outdoor equipment is dusted off as needed. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Floors in the facility are clean and safe. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin.

Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. All materials and surfaces accessible to children are toxic free. The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide and smoke detectors that meet statutory requirements located within the building. LPA observed fire extinguishers type 2A-10BC serviced within the last year located in each classroom. Prior to working or volunteering in a licensed child care facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. No individuals excluded by the Department are allowed to be present. Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. LPA provided assistant director with a copy of the regulation for assistance with creating a mass casualty plan and keeping one readily available.

The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department. All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child. LPA reviewed a sample of staff files and observed files were complete with documentation of meeting qualification requirements, immunization records for influenza; however, one staff was missing pertussis and measles documentation. Assistant director will provide proof of staff immunization records to LPA via email. LPA observed current documentation of completed mandated reporter training for all staff. Menus are posted at least one week in advance where an authorized representative can view them.
Incidental Medical Services (IMS) are currently being provided. LPA observed Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.
