On 7/7/2023 Licensing Program Analyst (LPA) Jillinda Chandler, made an announced visit to the Allies For Child, Inc. infant center; for the purpose of conducting a case management - licensee Initiated visit. The licensee is requesting to increase their current infant program's capacity from 20 to 36. The licensee plans to accomplish the increase by decreasing the existing preschool program's (197408510) classrooms from 6 rooms (4-9) to 5 rooms, dedicating room 4 to the infant program. There is an approved fire clearance on file, conducted by inspector Man Sivaborvorn of the L.A. City Fire Department, Institution Unit. All rooms were inspected, and measurements were taken indoors and outdoors.

The following was observed:

Class rooms has age appropriate furniture and toys
Crib areas were separated for the indoor activity areas (Cribs = rm.1 (8); rm. 2 (5); and rm. 3 (1); room 4 did not have a crib area.
All classrooms had changing tables within arms reach of a sink

Measurements for the indoor activity space measured: 1827.54 sq. ft. divided by 35 sq. ft. per child for a total of 52 children.

Total toilets 4; 1 per 15 children = 60
Total sinks 7; 1 per 15 children = 105

There are 2 yards to be dedicated to the infant program; yard 1 is located outside of rooms 1-2 and the second yard is outside of room 3-6. Licensee is requesting a waiver on the preschool license to share the outdoor space located outside of rooms 3-6 between both programs.

LPA inspected the outdoors activity space and the following was observed:

Age appropriate toys and equipment. The apparatus on yard B (near room 4) the playground inspector put a 2- 5 year old sticker on the climbing apparatus in error, LPA visually observed the structure to be age appropriate for toddlers, classroom 4 will be used predominantly used for the older infants in the program. Per Ms. Vorfeld, the playground inspector will provide new stickers and she will provide pictures of the correct stickers once provided.
LPA observed benches for resting and shade sail for shade.

LPA did not observe any hazardous condition in these area

Measurements for the combined outdoor activity space was: 7501.32 divided by 75 sq. ft.= 100 children

Based on observations and measurement the facility shall be recommended for an increase from 20 infants to 36.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four

LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.
LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
