Licensing Program Analysts (LPA's) Justin Dorsey and Andrew Alemoh met with Licensee, Melanie Horning, who guided analyst on a tour of the facility for the One Year Required Inspection. This is a single story 4 bedroom, 3 bathroom home with kitchen, living room, dining room, shed/barn, laundry room, activity room (child care) and garage. There is no pool on the premises. Upon arrival LPA's observed 13 children present with the licensee and assistant #1.

Physical Plant: Main care is provided in the activity room (addition to right side of house, with permit). The laundry area room (washer/dryer, next to the child care room) used for storage. Children use the bathroom located in the activity room. here is a hallway door which keep children out of the kitchen area and other rooms of the home. Children have access to the gated portion of the backyard. Off limit areas include the home's 4 bedrooms, 2 bathrooms, living and dining rooms, a portion of the backyard area, barn and the garage. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds (upper cabinet in laundry area), medicines (located in the off limit areas inside home), and hazardous items (sharp knives inaccessible homes kitchen) that can pose a danger to children. Facility roster complete and maintained current. Fire/earthquake drills are current. Parents provide snack and lunch.

The home has safe and age appropriate toys, play equipment and materials. The smoke detector and carbon monoxide detector, and Fire Extinguisher (2A10BC) are in operable condition. Per Licensee no one smokes in the home. Electrical outlets are inaccessible, no baby bouncers saucer chairs, or any recalled and or prohibited toys or sleep/ play equipment were observed on the premises. There is a designated area for ill children as necessary outdoors. Per licensee isolated children are always supervised.. Per Licensee there are currently no weapon/firearms in the home.

The last fire/earthquake drill was completed 07/05/22.

Bathroom: Bathroom is free of hazards (child care bathroom). Toilet and faucet is clean and operable.

Kitchen: Kitchen is made inaccessible to children by a hallway door. Sharp utensils are inaccessible in the activity room. Per licensee parents provide snack and lunch. LPA reminded licensee If food is brought from the children’s home, the container shall be labeled with the child’s name and properly stored or refrigerated. Cleaning supplies are kept in a top laundry room cabinet. No chemicals in the main care area were observed to be accessible.

Outdoor: The backyard is safe for children and completely fenced. The children play in a gated concrete area within the backyard. LPA observed the toys in the on-limits portion of the backyard to be in safe condition. LPA's observed a trampoline in the off-limits area of the backyard, per licensee children do not use this trampoline.

Advisory/Other: First Aid kit was readily available. CPR/First Aid expire 08//22. Mandated Reporter was last completed 11/2018, LPA's advised licensee to complete the training and retake every two years.

Documents discussed: Title 22 Personnel 102416.1, Safe Sleep PIN 20-24-CCP, LIC 9227 and LPA will email licensee the Infant Sleep Log.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Carr of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
