On 1/9/2020, Licensing Program Analyst (LPA) Helen Estrella conducted an unannounced complaint inspection to the child care center for the purpose of concluding a complaint investigation. Upon arrival, LPA met with the Adminstrator Gloria Flugum. There was a total census of 25 children being supervised by 5 staff during the inspection.

Based upon the evidence obtained throughout the course of investigation, the aforementioned allegations are deem Unsubstantiated. There is not a preponderance of evidence to support nor deny that the alleged violation occurred. Unsubstantiated - A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
A copy of this report, appeal rights and notice of site visit were provided to the Administrator and exit interview conducted.

On 1/9/2020, Licensing Program Analyst (LPA) Helen Estrella conducted an unannounced complaint inspection to deliver complaint findings. Upon arrival, LPA met Administrator Gloria Flugum and informed the nature of the visit. There were 25 children present during the visit being supervised by 5 staff. LPA was guided on a tour of the facility (inside and outside).

Based on the evidence obtained over the course of the investigation that includes observations at the facility, interviews and supporting documents obtained, it was concluded that there is a preponderance of the evidence to support that the alleged violation occurred. It appears the facility made an immediate decision to terminate child care services without allotting parents to make alternate child care arrangements within the two weeks of receiving notice, per the center admissions’ agreement. Therefore, the allegation was deemed Substantiated. A finding that the complaint is substantiated means that the allegation is valid because the preponderance of the evidence standard has been met.

The facility is cited a Type B citation. See LIC 9099D for deficiency cited. An exit interview was conducted and a copy of this report appeal rights and the Notice of Site Visit were provided to Gloria Flugum, Administrator.
