On 5/22/2019 at 11:00 AM, Licensing Program Analysts (LPA) Helen Estrella arrived at the facility to conduct an annual random inspection at the facility. LPA met with Shannon Robley, Center Director and Cheryl Wroten, Site Supervisor, who guided LPA on a tour of the facility.

LPA observed care being provided for infants in 3 classrooms which are located adjacent to each other in the facility. LPA observed 30 children being supervised by 14 staff members during this inspection. The following infant to adult ratios were observed:

Room #1 (main classroom with "Babies" pod and "Crawlers" pod): 22 infants with 9 teachers and Infant Center Director. Room #2 (napping room): 0 infants. Room #3 (walker room): 8 infants with 4 teachers

There were no baby walkers on the premises. Sanitary solution (bleach solution) is out of reach to infants in care. Changing tables have at least a 1-inch-thick padding covered with washable vinyl or plastic. Sides are raised to a minimum of 3 inches. Changing table is within an arm's reach of a sink.

Furniture and equipment appear age appropriate and in good repair. High chairs and feeding tables have broad based legs and trays lock into chairs. Caregivers observed to wash hands prior and after each feeding and diaper changes. Toys are found to be safe with no sharp edges, splinter or points. There are no small parts that can be pulled off and swallowed. Mats are available for all infants who are able to climb out of a crib. Cribs or other appropriate napping equipment is available for each crib age infant. Bedding is separately identified and stored for each infant. Placement of cribs and mats allow for entry to/exit from the napping space.

Outdoor equipment was inspected for health, safety, cushioning material, good material, good repair and age appropriateness. There are several play areas within the playground. There are areas for shade and rest. Drinking water is available. Play area was inspected for hazards and inaccessibility to bodies of water. There are no bodies of water.

LPA observed staff records to contain appropriate documentation of education credits. At least one person was observed to be trained in CPR and Pediatric First Aid. LPA verified that 6 staff including the Director has First Aid/Pediatric CPR valid through 8/2019. LPA observed the required postings. Classroom has one or more functioning carbon monoxide detector and smoke detector that meet statutory requirements. Licensee was observed to be operating within the conditions, limitations, and capacity specified on the license.



This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Requirements for disaster drills and mandatory documentation for both children and staff files were discussed. Role and responsibilities of being a mandated reporter were discussed. The licensee was advised how to access forms and Regulations for Child Care Center online at www.ccld.ca.gov. Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care Center online at www.ccld.ca.gov. The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises.

Assembly Bill 1207: California Child Care Workers; Mandated Training Requirement. Beginning January 1, 2018, all licensed providers, applicants, directors and employees must complete Mandated Reported Training prior to March 30, 2018 and renew training every two years at: www.mandatedreporterca.com.

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

An exit interview was conducted and a copy of this report along with the Notice of Site Visit were provided to Director, Shannon Robley.
