Licensing Program Analysts (LPA), Silva Garibyan met with the Site Dupervisor, Georgina Garcia Figueroa and conducted an Annual Random visit. LPA toured and inspected the preschool in accordance with the facility sketch on 11/19/2019 at 11:00 a.m. Upon arrival LPA observed a total of 38 children present being supervised by four teachers and five aides. LPA verified that all adults have obtained criminal record clearances and are associated to the facility. The facility operates Monday through Friday, from 6:30 AM to 5:30 PM. A review of the sign in/out sheet was conducted to verify the current census of children. Facility is operating within capacity limitations. There are no bodies of water on the premises during the visit. The facility consists of a total of 2 classrooms, a Director's office, a storage room and 2 children's bathrooms. There is a separate Kitchen for exclusive Preschool use. There is 1 staff bathroom located near the Kitchen. The kitchen and staff bathroom are made inaccessible by a gate at the entrance of the hallway that leads to these rooms. Licensee must ensure that the gate is kept closed at all times. Director's office and staff bathroom are used as isolation areas for sick children.
The following were observed during this visit:
1. Teacher/child ratio;
2. Care and supervision of children in care; teacher/child interaction;
3. Availability of drinking water to children both indoors and outdoor
Drinking water is available in each room in the form of water igloos and disposable cups. An igloo and disposable cups are taken outside to the play area for drinking
4. Cleanliness of facility and children's toys/equipment; cushioning under outdoor equipment.
5. Cleanliness of bathrooms, operation of toilets and sinks.
LPA inspected and observed a clean bathroom with 2 toilets and 2 sinks. Toilets and sinks are functioning properly and are age appropriate. LPA observed soap, toilet paper and paper towels readily available. Water temperature was tested and is appropriate. Page 1 of 3

6. Inaccessibility of chemicals and toxins to children in care;

There are cubbies for children's belongings in both classrooms. LPA observed a sufficient quantity of cots available for napping children. The bedding is stored separately and properly in between the cots.
9. Current certification for CPR and First Aid for the director expire 4/2020.
10. Sample of children's files were reviewed for accuracy and completeness.

Children are inspected for illnesses as they arrive. A review of medication policy indicated that no medication is administered. Parents must administer the medication themselves or send an authorized person on their behalf. No medication is stored at the facility. There is a separate area for isolation and care of ill children in the director's office. There is a cot available for each ill child. An isolated toilet and sink are available for ill children.

There is a clean, fully equipped kitchen with stove, refrigerator, freezer and microwave oven. The facility provides breakfast, lunch and snack. Menus and allergy lists are posted in the kitchen and classroom. LPA observed an appropriate amount of food and snacks. The agency purchases and delivers the food and milk weekly and meals are prepared on-site. The chemicals are kept separate from the food. The kitchen and staff bathroom are inaccessible by means of a gate that leads to this area.

The following was discussed:

Senate Bill 792: that prohibits a person from being employed or volunteering at a child care facility if he or she has not been immunized against influenza, pertussis and measles and Assembly Bill 290 (Alejo, Chapter 734, Statutes of 2013). Staff immunization records are up to date.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment. Page 2 of 3

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com. Staff has completed the training

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016 personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. Licensee was also made aware that the quarterly updates are also in Spanish.



On November 19, 2019, the facility has been found operating within substantial compliance per the California Health & Safety Code(s) and Title 22 Regulation(s).
