On 1/14/2020, Licensing Program Analyst (LPA) Helen Estrella conducted an unannounced complaint inspection to conclude complaint investigation. Upon arrival, LPA met with the Administrator Claudia Krikorian and informed the nature of the inspection. There were 58 preschoolers being supervised by 8 staff and 12 toddlers being supervised by 3 staff. LPA observed the facility operating within its capacity limitations.

This agency has investigated the aforementioned complaint allegations. Based upon the evidence obtained throughout the course of investigation which include observations at the facility, interview with relevant parties, and records review, we have concluded there is not a preponderance of the evidence to prove that the alleged violation occurred. Therefore, this allegation has been determined Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.

An exit interview was completed and a copy of this report with appeal rights was provided to the Administrator.

On 1/14/2020, Licensing Program Analyst (LPA) Helen Estrella conducted an unannounced complaint inspection to conclude complaint investigation. LPA met with the Administrator Claudia Krikorian. LPA met with Director Charity Parker and informed the nature of the inspection. There were 58 preschoolers being supervised by 8 staff and 12 toddlers being supervised by 3 staff.

Based upon the evidence obtained throughout the course of investigation which include interview with relevant parties, and records review, and observation of facility operation, it was concluded that there is a preponderance of the evidence to support that the alleged violation occurred. Staff #1 admitted to being flustered and speaking to children in a significantly louder voice despite no inappropriate language or behavior used. Therefore, the allegation is deemed Substantiated. Substantiated - A finding that the complaint is substantiated means that the allegation is valid because the preponderance of the evidence standard has been met.

The facility is cited a Type B citation. See LIC 9099-D for deficiency cited. A copy of this report, appeal rights and the Notice of Site Visit were provided to Claudia Krikorian, Administrator.
