On July 27, 2022 Licensing Program Analyst (LPA) Doris Whitmore met with Director Claudia Krikorian for the purpose of an Annual Inspection. LPA Whitmore toured the facility, all identified rooms per facility sketch were inspected, the following was observed. Facility has a toddler component. Operation Hours are from 7:30am to 6pm, Monday through Friday. At the time of inspection there were seven children and two teachers in the kindness room. T

Upon arriving at the facility LPA observed children arriving for morning instruction. A total of 4 classrooms were inspected. LPA observed sign in/out sheets complete in each classroom. LPA observed four classrooms in the facility. Three of the classrooms serve children (ages 2.5 to 5 years old) and one classroom serves toddlers (18 to 36 months old). A walk through of each classroom was conducted, classrooms were found to be clean, neat and free from any potential hazards. LPA observed classrooms to have dramatic play, arts/crafts, reading and learning activities. Each classroom is equipped with a first aid kit.

Furniture was found to be in good repair and age appropriate in each classroom. There is adequate heating, lighting and ventilation in each classroom. Drinking water is readily available in each classroom. Director states that the isolation area for sick students is located in the Director's office. Children nap in individual classrooms, LPA observed cots equipped with sheets for napping.

The bathroom area was inspected, there are sufficient toilets and sinks to accommodate the campus capacity. Toddler classroom is equipped with a restroom. Toilets flush properly, toilet and sinks are reachable by the children in care. Each restroom has adequate Toilet paper and paper towels available. Bathrooms were found to be clean. There is adequate lighting/ventilation in the bathroom area(s).

Lunches are not provided by the school. School provides two snacks per day for children in care. Cleaning supplies are out of reach to the children and is stored separately in cabinet in each classroom

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment. Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

Update on Incidental Medical Services: Facilities that provide Incidental Medical Services (IMS) must identify those services in their facility’s Plan of Operation and submit an updated Plan of Operation to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The facility was found to be in compliance per Title 22 regulations, Type A and B deficiencies will not be cited today 07/27/22

Inspection of the outdoor play area was conducted climbing structures, swings, slides and other large play equipment is found to be securely anchored with adequate resilient cushioning material underneath and around the perimeter. Drinking water is readily available on the play yard. There is adequate shade for the children in care. Fencing around the perimeter of the play area is at least 4 feet high. Playground is free from miscellaneous debris such as tree branches, trash, leaves, etc.
LPA checked children’s files all documents required were in the folder. LPA checked the staff files only two files were missing the mandated reporter training. There was carbon Monoxide, 2 A, 10 BC Fire Extinguisher, and Smoke Detector


The following was discussed with the licensee:
Mandatory Forms for the children’s files and provider’s files, Requirements for fire drills, earthquake drills and documentation for both. Role and responsibilities of being a mandated reporter were discussed. The licensee was advised how to access forms and Regulations for Family Child Care online at www.ccld.ca.gov . Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises.
Senate Bill 792: this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPA discussed the influenza waiver during the visit.

Requirements for fingerprint clearances and associations were discussed with the licensee. Licensee can be cited a civil penalty of $100 per day, up to $500.00 (5 days) for the 1st offense and up to $3000.00 for the 2nd offense within a 12 month period. The licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and licensing within the time frame specified by the regulation. The "Notification of Parent's Rights" (PUB394) poster must be posted in an area accessible to parents. The information regarding new legislation with regards to exemptions and Parent’s Rights was also discussed.

The licensee was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224).
An appeal may be filed, in writing 15 business days from the date of receiving the penalty assessment.

CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public.
