On 09/09/2021 at 12:00 PM, Licensing Program Analyst (LPA) Sabrina Martinez conducted an unannounced site visit at Redfield Family Child Care Home for the purpose of delivering the findings for the above-mentioned allegations. LPA Martinez met with Sigal Redfield, Licensee. LPA Martinez followed COVID-19 Safety Guidelines during this investigation, LPA wore a face covering, sanitized hands, and maintained social distance whenever possible. LPA observed 14 children being supervised by licensee and 4 other adults.

On 07/22/2021, LPA conducted the initial visit and observed a hand sanitizer by the front gate. A sign informing parents to keep children home when they're sick is also posted on the gate. LPA observed 5 children in care being supervised by licensee and 2 staff members. LPA interviewed licensee and staff who stated that children are being screened upon their arrival at the facility and are immediately sent home when exhibiting symptoms such as fever, frequent sneezing, vomiting, etc. LPA also observed children wearing masks while playing outside in the yard. On 09/01/2021, LPA conducted a review of records and observed that three children were diagnosed with Hand, Foot and Mouth disease between 06/20/2021, and 06/22/2021 and 06/27/2021. Per the LA County Department of Public Health, outbreaks include a minimum of 5 confirmed cases and/or individuals with symptoms consistent with infection occurring within a 72-hour (3 day) period.

On 09/09/2021, LPA conducted a subsequent visit at the facility and observed 14 children who were about to transition from the yard and back to the dining room for lunchtime. LPA also observed licensee and 4 other adults providing care and supervision. LPA spoke with licensee and facility staff who stated that children's diapers are consistently being checked throughout the day and are being changed at 10:30 am, before nap time (around 12:30 pm-1pm), and as soon as children wake up from their nap.

Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur, therefore the allegations are found to be unsubstantiated. The investigation regarding the allegations has been completed and it has been determined that the facility is not in violation of Title 22 Regulations. No deficiencies will be issued.

LPA also provided the following documents/ resources to licensee: CDC's Stay Home When Sick Poster, CDC's Please Wear A Mask Poster, LA County Dept. of Public Health's Acute Communicable Disease Control Manual (Hand, Foot, and Mouth Disease), LACDPH Outbreak/Unusual Disease Report Form, COVID-19 Exposure Management Plan Guidance in ECE Sites, Screening and Exposure Decision Pathways for Symptomatic Persons and Contacts of Potentially Infected Persons at Educational Institution, LACDPH ECE Notice To Customers Indoor Masks Required, LACDPH Hand washing Guidance, LACDPH ECE Guidance, and CDC's Diapering Procedures.

Exit interview was conducted and a copy of the report was provided. Appeal rights were reviewed and provided.
