This is an amended report issued on 5/07/2024... Licensing Program Analyst (LPA) Ortega conducted a subsequent investigation on 5/07/2024 for the purpose of delivering the findings for the above allegation. LPA Ortega toured the infant classroom, completed an observation and observed six infants and two staff providing care and supervision.

Allegation states: Staff handled day care children in a rough manner. During this investigation, LPA received pertinent documents related to this investigation, which included the facility roster, staff interviews. Based on the information obtained, random observations, and interviews with staff the allegation is deemed UNSUBSTANTIATED. Although, the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the aforementioned allegation is unsubstantiated.

An exit interview was conducted, a copy of this report, notice of site visit, and appeal rights were provided.

Facility will take have staff enroll in discipline training in working with challenging behaviors and on how to direct children. Proof of class/training (Smart Horizon -on line, CA registry) and submit a summary of what was learned. Submit to the Palmdale Regional Office by email by indicated due date.

LPA's observation and interview disclosures. LPA observed two infants confined in a crib. Infants were under one year of age, awake and reaching out with arms. According to interviews it was disclosed infants are handled in a rough manner(hands and jaw are squeezed) and are forced to sit, lay down when not listening or following directions. This posses a potential risk to the health and safety of children in care.
