On 2/22/2022, Licensing Program Analyst (LPA) Carol Heath conducted an unannounced annual random inspection for the infant program. LPA met with Director, Tanisha Bronson. The facility's hours are Monday through Friday, 6 am to 8 pm. Present today were 1 infants and 1 teacher. Incidental Medical Services were discussed.

A tour of the infant area was conducted. The infant indoor and outdoor activity space is physically separate from the space used by other day care children. Infant furniture and equipment, including cribs feeding chairs are sufficient, age appropriate and in good repair. Infant changing tables have padded surface no less than one inch thick, covered with washable vinyl or plastic, and have raised sides at least three inches high. Toys are safe, without sharp points, edges, splinters or small parts that can be pulled off and swallowed. Facility is in compliance with staff infant ratios. All infants including those napping in cribs are under visual observation at all times. Feeding plans reviewed for some infants. Needs and Services plans reviewed for some infants. Sign in/Sign out sheets have full legal signature and record of time of day. Staff utilized as infant teachers have three child development units in infant/toddler care.
Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inspected for inaccessibility to children. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts.

LPA observed age appropriate toys and materials. The changing table is located within arms reach of sink. Sufficient napping equipment was observed (cots and cribs). Trash bin was observed covered. Staff use a separate bathroom located in the front entrance area, staff bathroom is also the isolation bathroom for ill children. LPA observed soap, toilet paper and paper towels readily available. Fire extinguisher, carbon monoxide detector and smoke detector was observed to be in operable condition

There is a refrigerator in the classroom and cabinets for storing formula in the classroom. Facility has a fully functional kitchen area with refrigerator, freezer and stove. Per director, there are currently no infants enrolled with allergies, however, there is space for an allergy list to be posted on the refrigerator door in the kitchen. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. Storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. The facility provides breakfast, lunch and snack daily. Weekly menu was observed. Chemicals and cleaning solutions are kept separate from the food.

Outdoor play equipment was inspected for health, safety, cushioning material , good repair and age appropriateness. There is a play structure with padded surface underneath to absorb falls and a shaded area with tables provided for rest. The area was observed to be free of debris. Play area was inspected for hazards and inaccessibility to bodies of water. There is a gated swimming pool is on other side of the premises and is of appropriate height. LPA observed pool to be padlocked. The pool is surrounded by a 5 ft fenced, without a self-latching gate that swings away from the pool.
Firearms and ammunition are not on the premises. Storage area for poisons is locked. Disinfectants, hazardous items and medications are inaccessible to children. Fire drills are conducted every month and documented. Rooms are safe and clean. The facility is in compliance with conditions and limitations specified on the license.

LPA observed 4 staff files. subject to a criminal record clearance or exemption are associated to the facility. First Aid/CPR reviewed and 4 teaching staff do not have current Pediatric CPR/First Aide Certification. All teachers need to renew their Mandated Reporter Training. Emergency information reviewed for some children. Staff records reviewed contain documentation of the educational background, training, and/or experience and, a Health Screening/TB test and immunization records to meet SB 792.

Teacher child ratios were observed.
The parent board was reviewed and has all of the required forms posted. Sign in/sign out sheets are located in front office. The facility does not transport children. A sample of staff and children's files were reviewed.
Children are inspected for illnesses as they arrive. A review of medication policy indicated that only prescription medication is administered and only with parent's written permission. The director is designated for administering medications if needed. Ill children are kept up front in the director's office.

Licensee [or facility representative] was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

· Safe Sleep
LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

· LPA provided the Community Care Licensing’s website www.ccld.ca.gov, so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised licensee of their responsibility to stay current in regards to new regulations. LPA also included the email address for the children's advocacy program to stay current on new laws childcareadvocatesprogram@dss.ca.gov

In the areas that were evaluated, deficiency was observed at the time of the visit and cited on LIC 809D. An exist interview was conducted and report was reviewed with licensee who stated she understands todays inspection. Notice of Site Visit posted and licensee understands it must remain posted for 30 days. Title 22 Deficiencies have been cited on the attached LIC 809D. Upon receipt of Type A citations, facility shall post and provide copies of the LIC 809D for parents/guardians of children currently in care and for parents/guardians of newly enrolled children for the next 12 months. Facility must also keep the signed LIC 9224, Acknowledging Receipt of Licensing Reports LIC 809D in each child's files

LPA intervewed the director. According to the director, they are short on staff.
