Licensing Program Analyst (LPA), Silva Garibyan met with the director Ellen Forman and conducted an Annual Random visit. LPA toured and inspected the preschool in accordance with the facility sketch on 03/15/2019 at 12:00 p.m. Facility is currently licensed for a capacity of 60 children. There were 4 teachers and 4 aides on the premises along with the director ( one teacher and one aide in each classroom). Facility is operating within capacity limitations. There are no bodies of water on the premises during the visit. The facility consists of 2 buildings with a total of 6 classrooms. The front building has 4 classrooms that care for younger preschool children; ages 3-4 years. The bac building consists of 2 classrooms for older preschoolers, ages 4-5 years. The facility operates from 7:30 am to 4:30 pm; however, instruction hours are 8:30 am to 3:30 pm.

The following were observed during this visit:

1. Teacher/child ratio;
2. Care and supervision of children in care; teacher/child interaction;
3. Availability of drinking water to children both indoors and outdoor
( Drinking water is available inside the classrooms in the form of a water pitcher and disposable cups. Other rooms contain a water dispenser and cups. A pitcher and cups are taken outside when children go out to play. .
4. Cleanliness of facility and children's toys/equipment; cushioning under outdoor equipment.
5. Cleanliness of bathrooms, operation of toilets and sinks. .
6. Inaccessibility of chemicals and toxins to children in care
7. Sign in/out sheets; postings; emergency disaster drill logs.

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016 personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. 8. Storage of children's belongings/Napping equipment.
There are cubbies for children's belongings in all classrooms. LPA observed a sufficient quantity of mats available for napping children. The bedding is stored separately in the cubbies. Director was advised to ensure that bedding be properly folded or stored to prevent bedding from touching another child's bedding.
9. The director has current Pediatric CPR/First Aid training to expire in 12/2020.
10. Sample of children's files were reviewed for accuracy and completeness.
11. Sample of staff files were reviewed.
Lunches are not prepared by the school, parents provide the lunches and snacks. Cleaning supplies are out reach of children and is stored separately and away from food. There is adequate food for snacks. Refrigerator is clean and operating at the proper temperatures. Trash cans have lids . Outdoor play equipment and toys were observed to be in good condition. Shade is available on the yards. Fencing around the perimeter of the play area is at least 4 feet high.
Medication is administered by the director or teacher, who documents the date, time and dosage onto a log. Medications are stored securely and inaccessible to children in the staff bathroom.

The following was discussed:

Senate Bill 792: that prohibits a person from being employed or volunteering at a child care facility if he or she has not been immunized against influenza, pertussis and measles and Assembly Bill 290 (Alejo, Chapter 734, Statutes of 2013). Staff immunization records are up to date.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com.



New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.
