On 10/20/2023, Licensing Program Analyst (LPA) Adrian Risher conducted an unannounced Annual Required Inspection for the preschool license. LPA met with Director Johana Partida, and toured the facility indoors and outdoors. Days and hours of operation are 7am to 6pm Monday to Friday. LPA observed 42 children with 7 staff. LPA toured the inside and outside of the facility. The children were being properly supervised in the classrooms and in the outside play area. The facility has 3 classrooms. LPA observed designated cubbies in each classroom. LPA observed age appropriate equipment in each classroom. LPA observed furniture and equipment are in good condition. LPA observed mats that are used for napping. The isolation area is in the office. LPA observed proper sign in/out documentation on the Procare app. Capacity and limitations as specified on the license are being maintained.

LPA inspected the bathrooms located in the classroom. Each classroom has 2 sinks and 2 toilets that are operating properly. The kitchen area was inspected. Director stated the preschool provides 2 snacks to the the students throughout the day. The snacks are stored in the kitchen area or the refrigerator in the classroom. Parents provide the child's lunch each day.

There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked storage area. Cleaning supplies are stored in a locked closet. Medication is stored in a backpack in the office. LPA observed at least one carbon monoxide detectors and smoke detectors during inspection. LPA observed fire extinguishers throughout the facility. Each classroom has first aid kits and thermometers.

Drinking water is available both indoors and outdoors. LPA observed age-appropriate play equipment in the outside play area. .There is no swimming pool or other bodies of water on the premises. The outside play area is safe and in good condition. The outside play area is in the front of the facility and it is gated all around.

LPA completed file reviews for children and staff. Children and staff files were complete. LPA observed more than one staff with current cpr and pediatric first aid certification. Menus are posted at least one week in advance where an authorized representative can view them. LPA reviewed disaster and fire drill logs which were current.

No deficiencies are cited today.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
