On 2/27/2020, Licensing Program Analyst (LPA) Helen Estrella conducted an unannounced 1-year required inspection to the center. LPA met with Center Director Roxanne Dominguez and informed the nature of the visit. LPA was guided on a tour of the facility (inside and outside).

LPA observed care being provided for infants in 2 classrooms that are adjacent to each other. LPA observed 12 infants with total of 6 staff. The following infant to adult ratios were observed: Room #1: 8 infants being supervised by 3 staff; Room #2: 4 infants being supervised by 2 staff.

There were no baby walkers on the premises. Sanitary solution (bleach solution) is out of reach to infants in care. Changing tables have at least a 1-inch-thick padding covered with washable vinyl or plastic. Sides are raised to a minimum of 3 inches. Changing table is within an arm's reach of a sink.

Furniture and equipment appear age appropriate and in good repair. High chairs and feeding tables have broad based legs and trays lock into chairs. Caregivers observed to wash hands prior and after each feeding and diaper changes. Toys are found to be safe with no sharp edges, splinter or points. Floor mats are available for all infants who are able to climb out of crib or play yard. Bedding observed to be separate and stored for each infant. Placement of cribs and mats allow for entry to/exit from the napping space. Isolation area is in Director's office.

Outdoor equipment was inspected for health, safety, cushioning material, good material, good repair and age appropriateness. Infant yard observed with sufficient toys and equipment, shade and drinking water is available. There are no bodies of water.

LPA observed staff records to contain appropriate documentation of education credits. Director has valid Pediatric/CPR certification through 8/21/21. Classrooms has one or more functioning carbon monoxide detector and smoke detector that meet statutory requirements. Licensee was observed to be operating within the conditions, limitations, and capacity specified on the license.

The following was thoroughly discussed with the Director:
This facility does not provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226.The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.

Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis, and measles. Influenza waiver was discussed.

Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations.

The facility appeared to be operating within substantial compliance during today's inspection. A copy of this report and a Notice of Site Visit was provided. An exit interview conducted with the Director.
