On 1/13/2021 at 9:00 AM Licensing Program Analyst (LPA) Angelica Ramirez conducted an announced virtual inspection via Microsoft Teams due to COVID-19 Safer at Home Order. In attendance on this call was Preschool Director Valerie Campbell, Head of Schools Jon Fast, and
Health Educator from the Los Angeles Department of Public Health (LADPH) Laura Castillo. There is also a preschool license (#197418640) and private elementary school on this site.

Upon arrival LPA observed the following children and cohorts: six in Pre-k Class (four year olds), 10 - three year olds, 10 - two year olds, three infants, and seven toddlers in a total of four cohorts. The two and three year olds are housed in one classroom.

The purpose of today's inspection is to review COVID-19 Safety Guidelines are being implemented throughout the facility and provide guidance to the facility due to 12/2020 COVID-19 outbreak. The COVID-19 outbreak consisted of five positive cases on the site overall, over a 14 day period. The outbreak was first reported to the El Segundo Child Care Regional Office on 12/03/2020. The facility was ordered to shut down by LADPH on 12/4/2020 through 12/18/2020. The facility remained closed through the holiday break, this includes the infant and preschool licenses as well as the private elementary. No additional cases of COVID-19 were reported and the outbreak case was closed on 12/18/2020 by LADPH. The facility re-opened on 1/4/2021.

During today's inspection, LPA Ramirez and Health Educator Castillo observed physical distancing of tables and chairs, lunch area, toys, and staff and children are wearing facial coverings. Also observed were individual bags of toys, floor indicators to encourage physical distancing, and COVID-19 signs to promote mask use and physical distancing.

Based on today's observation, the following changes are still needed:

1. Add each child’s name to the individual toy bags so it is easier to distribute
2. Add floor indicators (tape) on floor surrounding children’s tables so teachers know where to stand (avoid getting too close, unless necessary for infants/toddlers)
3. Add child friendly signs regarding facial coverings and physical distancing throughout facility (lunch area, restrooms, classroom, playground) to reinforce practice
4. When disinfecting toys, submerge toys in EPA approved disinfectant or lay out on a table where toys can be cleaned thoroughly
5. Minimize amount of toys available to reduce cleaning or create a rotation of a set of toys to ensure toys are monitored and disinfected after use
6. Discourage communal use of toys and items
7. Remind staff to make disinfectant readily available when outdoors for easy cleaning but out of reach from children (store after use, out of direct sun)
8. Create staggered schedules for staff (break/lunch) as necessary
9. Create additional space between tables (square footage permitting) during snack and lunch time for children, they are vulnerable due to no masks worn during this time
10. Update cleaning log for all classrooms to include toys, surfaces, cribs (infant/toddler) and post in each room for staff to complete daily

The changes referenced above should be completed by 1/20/2021. A follow up inspection will be scheduled to confirm the changes.

An exit interview was conducted with Ms. Campbell and Mr. Fast A copy of this report and notice of site visit (to be posted for 30 days) were emailed to Ms. Campbell and Mr. Fast and it has been explained that a reply to the email shall be considered a substitute for the hard-copy signature.
