On 11/14/2019 Licensing Program Analyst (LPA) Chandler made an unannounced inspection of the above location for the purpose of conducting a required 3 year inspection. Present in the home was licensee's grandmother, one assistant and 4 infants. Assistant states that the licensee was doing pick ups. Assistants states that the licensee begins pick ups at approximately 1:00 P.M. - 4:00 p.m. and drops children at the families business. During the visit the licensees father arrived and assisted LPA during the visit.

An review of the departments licensing identification system (LIS) it was disclosed that Jaela Williams did not have a criminal background clearance. LPA informed the licensee's father that all adults should have a criminal background clearance and be associated to the prior to residing, working or volunteering assisting in the home.

LPA observed the following of the home :
Care and supervision were observed
The homes capacity was within the scope of the license
Appropriate size fire extinguisher carbon and smoke detector present & operable.
Detergents, and knives were inaccessible, Toxins were locked and inaccessible.
No guns or weapons present as stated by the Licensee, no weapons observed by LPA.
The home uses a cell phone for communication.
License, facility Sketch, Emergency Disaster Plan & Notification of Parent’s Rights Poster and California Safety Seat Law are posted
At least one person present was present with pediatric CPR and First Aid Card
No bodies of water on the premises
Children records were not available for review.

The home has an attached garage were children play in this area LPA observed 2 baby bouncers,1 walker and a large refrigerator. The assistant was reminded that there shall not be any jumpers, bouncers or things of this sort in a day care home. LPA also observed stored items that were stacked in an unsafe manner. Assistant was informed that storage items shall be properly secured and stored.

Children have access to a fully gated backyard for out door activity, there were no hazardous conditions observed on the yard.

The licensee was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If facility was cited type A violations or complaint is found to be substantiated or unsubstantiated, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Licensee must inform the parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months via form LIC-9224 Acknowledgement of Receipt of Licensing Reports.
An exit interview was conducted, a copy of this report was provided along with the appeal rights.

· Licensee was made aware that state law prohibits baby walkers, bouncy seats, exersaucers and any other items that fall into that category. Licensee was advised that regulation prohibits the smoking of tobacco in a private residence licensed as a family child care home during the hours of operation.
· .Applicant was reminded that all infants must be placed on their backs when sleeping to prevent S.I.D.S. (Sudden Infant Death Syndrome), and to never shake a baby to prevent the Shaken Baby Syndrome.
· Applicant was also reminded that only children eating may be in high chairs and that car seats are utilized only for transportation.
· The "Notification of Parent's Rights" (PUB394) was discussed with the licensee and the licensee was advised that it must be posted in an area of the home accessible to parents.
· Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. · Also, discussed was; Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. Exemption were also discussed
· Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years.
