On December 17, 2019 at 7:50 AM, Licensing Program Analyst (LPA) Silva Garibyan met with Ori Zadok, School Director, for the purpose of conducting an Annual Random inspection. LPA toured and inspected the classrooms, interior and exterior, as identified in the facility sketch. The Infant Center hours are from 7:30 AM to 6:00 PM, Monday through Friday. Upon arriving at the center, LPA observed 11 infants being supervised by six teachers. Facility is operating within capacity limitations. The facility is currently utilizing the electronic sign in/out. There are no bodies of water on the premises during the visit. The Infant facility occupies 4 classrooms. Facility is clean, safe, sanitary and in good repair. Fixtures, furniture and equipment are adequate and well maintained. LPA observed that cribs are spaced apart to provide a walkway for staff as required. Cribs are not blocking the entrances nor exits. There were no baby walkers on the premises. Sanitary solution(bleach solution) is out of reach to infants in care. Changing table ( located in the infant's classrooms) has at least a 1 inch thick padding covered with washable vinyl or plastic. Sides are raised to a minimum of 3 inches. Changing table is within an arm's reach of a sink. There is a minimum of 1 potty chair or toilet for every 5 infants currently toilet training. The infant bottles, diapers and wipes are labeled with children's names. The infant's formula is brought from home and provided daily by the parent. There is needs and services plan for each child to record the infant's care and includes the times of feedings, diaper changes and napping. Toys are found to be safe with no sharp edges, splinter or points. There are no small parts that can be pulled off and swallowed. Cots are available for all infants who are able to climb out of a crib. Cribs or other appropriate napping equipment is available for each crib age infant. Bedding is separately identified and stored for each infant.

Medication is properly labeled and stored in the original container. The Director advised that children should be screened every morning for illness and unusual marks. First Aid supplies are stored in the classrooms.
Outdoor equipment was inspected for cushioning material, safety, age appropriateness & good repair. Required shaded area, drinking water availability & fencing were inspected. Play area was inspected for safety and potential hazards.
There is an operating telephone in the Child Care Center, 2:10ABC fire extinguisher is located in the hall way. there is a fully functional smoke alarms system and carbon monoxide detectors in the facility. Licensee is advised that licensed facility will be required to have an operating carbon monoxide detector as well. .

Children records were reviewed for completeness.

Staff Records were reviewed for completeness including but not limited to Criminal Record Clearances, Teacher/ Director Qualifications and verification of CPR/First Aid ( expire 08/2021) and Health and Safety preventative practices documentation. Inspection of required posted forms was made. The Director advised that records for all children and staff must be maintained for 3 years after separation from the facility.

The following was discussed:

Senate Bill 792: that prohibits a person from being employed or volunteering at a child care facility if he or she has not been immunized against influenza, pertussis and measles and Assembly Bill 290 (Alejo, Chapter 734, Statutes of 2013). Staff immunization records are up to date.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com. .Staff had taken the required training.

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016 personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment.

Nutrition Requirement: Beginning January 1, 2016, AB 290 will require for each new license issued, at least one director or teacher at each child care center or family child care home to have at least one hour of training in the importance of childhood nutrition. This applies to anyone submitting a new application, relocating their facility, selling their facility or transferring their license. Please note this training cannot be completed online or by home study programs. The training must be taken from an Emergency Medical Services Authority (EMSA) approved training program OR an accredited college or university.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised the staff of the importance of Safe Sleep Practices. According to the American Academy of Pediatrics (AAP) more than 3,500 babies in the U.S. perish suddenly and unexpectedly every year while sleeping, often due to Sudden Infant Death Syndrome (SIDS). Director and Staff were given a copy of “A Child Care Provider’s Guide to Safe Sleep” pamphlet during the visit. Director was reminded it is all staff responsibility to know the regulations as well as anyone who assists in providing care. Director and Staff were also advised on how to log into the Child Care website at www.ccld.ca.gov and sign up to receive Quarterly Updates and Provider Information Notices (PINS) by entering their personal email to receive Important Updates.

The facility was operating in substantial compliance during this inspection. No Title 22 violations were cited.
