ON 08/02/2022 Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced inspection. LPA met with the Director Zoila Norwood. LPA toured the facility, all identified rooms per facility sketch was inspected, the following was observed. LPA inspected the inside and outside of the facility. The school hours are Monday – Friday 7:30a.m. to 5:30p.m. At the time of the inspection there were a total of 27 children and 8 Teachers.

LPA observed electric sign/sign out sheets that were printed from the Pro – Care Tool. LPA observed five classrooms. The Common Area Room 2 room which is the large room is where the children have snack& lunch. Preschool offers learning opportunities in Mandarin, French and Spanish. A walk through of classroom space was conducted, classroom space was found to be clean and free from any potential hazards. LPA observed classroom space to have dramatic play, arts/crafts, reading, individual cubbies for storage and learning activities. Furniture was found to be in good repair and age appropriate. There is adequate heating, lighting, and ventilation. LPA observed a water pitcher and cups in each classroom. Isolation area for sick students is located in the Director's office on a cot or mat. Napping equipment and bedding were inspected for good condition, appropriate storage and cleanliness. Preschool children nap in the classroom space.

The bathroom area(s) were inspected, there are sufficient toilets and sinks to accommodate the facility capacity. Toilets flush properly, toilet and sinks are reachable by the children in care. Each restroom has adequate toilet paper and paper towels available. Bathrooms were found to be clean. There is adequate lighting/ventilation in the bathroom area(s)

Lunches are not prepared by the school; Parents provide lunch for their child. Preschool provides one snack per day for preschool children. Cleaning supplies are out of reach to the children and are stored separately in a locked room outside of classroom.

Before entering into the small Kitchen there is a white safety gate LPA observed a separate room for food preparation, snack storage and cleaning supplies. In the small kitchen areas, there were two refrigerators one for the staff and one for the children. All areas were toured for safety, and cleanliness. Cleaning supplies are stored separate from food. Inspection of the outdoor play area was conducted, play equipment is found to be securely anchored with adequate resilient cushioning material underneath and around the perimeter. There is adequate shade for the children in care. Fencing around the perimeter of the play area is at least 4 feet high. Playground is free from miscellaneous debris such as tree branches, trash, leaves, etc.

Facility has a Smoke Detector, Fire Extinguisher, &Carbon Monoxide& Fully Stocked First Aid Kit. LPA reviewed documentation of Fire Drill Drills with the dates of completion Children and staff records were reviewed for completeness records were found to be complete. LPA reviewed a total of 8 staff files including the Director All Files had current Mandated Reporter Training Certificate 04/08/21 & First Aid expiration date 04/2023. LPA reviewed a total of 10 children files with required documentation.
The following was discussed with the licensee:
The licensee was advised how to access forms and Regulations for Family Child Care online at www.ccld.ca.gov . Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified. Regulation prohibits the smoking of tobacco on the premises.

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into childcare or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are


encouraged but not required to take the training. Website: www.mandatedreporterca.com
Senate Bill 792: this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a childcare facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226.requirements for fingerprint clearances and associations were discussed with the licensee. Licensee can be cited a civil penalty of $100 per day, up to $500.00 (5 days) for the 1st offense and up to $3000.00 for the 2nd offense within a 12-month period. The licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and licensing within the time frame specified by the regulation.



The licensee was advised that the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809 or LIC9099) must also be posted for 30 days. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed. Copies of the reports must also be provided to each parent when a serious deficiency, Type A, is cited (LIC9224).

An appeal may be filed, in writing 15 business days from the date of receiving the penalty assessment. As of September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPA discussed the influenza waiver during the visit.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public.
