On 12/12/19 at 12:40 PM Licensing Program Analyst (LPA) Angelica Ramirez conducted an announced Case Management visit for the purpose of an inspection for a proposed capacity increase. LPA met with Director Merle Perez and toured the facility inside and out. The facility is applying for a capacity increase from 24 infants in rooms B and C, to 32 infants using proposed room A. Upon arrival, eight infants were observed in room B with three staff, eight infants in room C with two staff, and four infants on the playground with one staff. Hours of operation are Monday through Friday from 6:30 AM – 6:00 PM. There is a preschool license on the same property, license # 197419155.

Per Director Merle Perez current classroom B provides care for infants from 12 months to 24 months and classroom C provides care for infants from six week to 12 months. The new classroom A, will provide care for infants from six weeks to 12 months. If approved for a capacity increase, the license will not be limited to 12 months, this is the option of the licensee.

The Infant area is used for activities, active play and eating, LPA observed age appropriate furniture and toys for indoor active play, which include infant height tables, chairs, cribs, cots, and carpeted area. A refrigerator used by staff and children was observed in classroom B.

Measurements were taken both indoors and outdoors as follows:

1. Indoor space:
Classroom A: 400 sq. ft. /35 allows for 11 children.

2. Outdoor space:
Play yard B (Outdoor Grass Play Area): 1,852 sq ft. allows for 24 infants

3. LPA inspected one restroom in classroom A and found it to be operable with 1 toilet and 1 sink.

LPA observed the isolation area in the Director's office. The outdoor space was inspected and found to have age appropriate furniture and toys. A shaded area for rest and drinking water is available outdoors as the facility provides water pitchers.


The limiting factor for the capacity of this evaluation is the outdoor activity space which allows for only 24 children.

Capacity increase is pending:
-Board/activity log where staff can indicate information about each child and parent can review.
-Refrigerator for staff/children must be properly labeled to identify side for children and staff

-Boxes/heater in restroom located in classroom A must be removed
-Licensing postings must be updated at entrance of facility
-Waiver (staggered use of outdoor space) to be submitted.


The corrections must be completed by 12/20/19. The waiver must be submitted to the department and will be reviewed by management. A follow up inspection will take place to review corrections.

A copy of this report along with a Notice of Site Visit were provided to Director Merle Perez. The determination of the increase shall be communicated to the Director after managerial review of the pending items.
