On 5/5/2021 at 10:40 AM, Licensing Program Analyst (LPA) Angelica Ramirez arrived at the Toddler Learning Center for the purpose of conducting a Case Management - Licensee Initiated. Upon arrival, LPA Ramirez met with licensee Lydia Yannakis. A health screening was conducted prior to LPA Ramirez entering the facility and LPA Ramirez wore a facial covering throughout the inspection. The purpose of today's inspection is to observe and measure classroom A due to Ms. Yannakis' request to convert classroom A into a preschool classroom. Ms. Yannakis is requesting a decrease in capacity of the infant license (197419144) and an increase to the preschool license (197419155), both licenses are housed on the same address referenced on this report. The current capacity for the infant license is 32 and 40 for the preschool license. The licensee is requesting a new capacity of 24 for infants and 51 for preschool.

Upon arrival, LPA Ramirez observed the infant room (Room C) with eight infants and two staff, Room B (older infants) with 12 children and four staff, the Two Year old classroom with nine children and one staff, another two year old classroom seven children and one staff, the three year old classroom with 11 children and one staff, and the four year old classroom with eight children and one staff. LPA toured the facility and playground as well as the Director's office.

LPA observed age appropriate furniture in the classroom which was placed socially distant from one another to allow six feet of distance. The following measurements were taken:
1. Indoor space: Classroom A: 380 sq. ft./ 35 allows for 11 children
LPA also inspected the restroom in this classroom with one toilet and one sink and found it to be operational.

There is a waiver on file for staggered use of the outdoor space.

*Although the measurements in Classroom A allow for a capacity of 11 preschool children, guidelines from the Los Angeles Department of Public Health (LADPH) state the following and must be abided by:

Stable groups should be as small as feasible. The maximum size of stable groups is limited by the number of children that allows all members of the group to maintain physical distancing of 6 feet from all other members within the available licensed space. At no time may group size exceed the maximum number of children permitted by Community Care Licensing (CCL) per classroom or other licensed space, and facility shall comply at all times with minimum staff to child ratios set by CCL.



Prior to granting the capacity increase for the preschool license from 40 to 51 and decreasing the infant license from 32 to 24 (Room B and C will retain their capacity of 14 and 10), Ms. Yannakis will provide LPA Ramirez with a written statement of the new staff breakdown for Classroom A.

An exit interview was conducted via Tele-Visit with Ms. Yannakis in which this report was read to her. A copy of this report and a Notice of Site Visit were issued to Ms. Yannakis. The Notice of Site Visit is to be posted in a prominent area for 30 days.

A copy of this report is being emailed to Ms. Yannakis and it has been explained that a reply to the email shall be considered a substitute for the hard-copy signature.
