On 3/18/2022 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to the Wiley Center for Speech for the purpose of conducting an Required 1 year visit and an capacity increase with a toddler option, of the preschool program. The center is requesting an increase from 6 preschoolers to 10 preschool children ages 2 years- until entry into first grade and a toddler option of 10 toddlers age 18 - 36 months. Pre-school operations will be conducted in rooms 1,2,3,4, 7 and therapy area (small half wall nook across from waiting room near room 8). The center has a school age program (197493668) housed in the same building.During todays visit Ms. Wiley made inquiry regarding increasing the school-age program, LPA advised Ms. Wiley that she would need to submit a new application with the request. Per management, LPA was instructed to measure all classrooms being used for childcare during todays visit and measurements for all school-age areas were taken. Ms. Wiley provided a tour of the facility.
The facility was inspected for Health and Safety compliance;

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. No poisons were observed during the inspection.

Furniture and equipment are in good condition, free of sharp, loose or pointed parts.The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe.

All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. All food is protected against contamination and any contaminated food is discarded immediately

Drinking water is available both indoors and outdoors. Areas around climbing equipment, have resilient cushioning material to absorb falls. The facility is free of flies, insects and rodents. Playground equipment is in safe condition, free of sharp, loose or pointed parts.

Facilities carbon monoxide detection system is integrated within the schools fire alarm system and in various areas in the school, and fire extinguishers 2AB10C or larger was observed throughout the facility.

Children and staff files were reviewed and found to be updated with the required documents and forms. Per Ms. Wiley the center does not administer over the counter medicines, only those required by Incidental Medical Services. LPA did not observe any medicines during visit.

The following was recorded regarding the pre-school increase;

INDOOR MEASUREMENTS: 2314.90 DIVIDED BY 35 SQ. FT.= 66.14
OUTDOOR ACTIVITY SPACE: 1890.39 DIVIDED BY 75 SQ. FT. = 25.21
3 TOILETS: 1 FOR EVERY 15 CHILDREN = 45 CHILDREN
4 SINKS: 1 FOR EVERY 15 CHILDREN= 60 CHILDREN

The facility shall be recommended for an increase from 6 preschooler to:10 preschoolers with a toddler option of 10 toddlers for a total capacity of 20 children, determined by the licensees requested capacity.

Criminal Record Statement

Licensee [or facility representative] was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Safe Sleep

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days.
