An unannounced Annual inspection was conducted on this date by Licensing Program Analyst (LPA) Shandra Powell. LPA was guided on a tour of the facility by Teacher Ms. Dicks. Approximately 45 minutes into visit the Director Charvon Jones joined and took over the tour of the facility with LPA.

This is an Preschool program for 44 preschoolers ages 2 thru entry into first grade. LPA counted 50 preschoolers during the inspection today around 9:30am. The facility is operating over capacity by six children during the LPA's visit. Title 22 California Code of Regulations Section 101161(a) Limitations on Capacity. The Director agrees to reduce the enrollment/capacity to the maximum allowed under this license at this time which is 44 children. Director made telephone calls to parents/representative of 6 children during inspection. This poses an immediate health and safety risk to children in care. During inspection 6 children were picked up by parent/representative.

The programs operating hours are Monday through Friday, 6:30am to 6pm. LPA observed 39 preschoolers on carpet area in the large multipurpose room with 3 teachers. 11 preschoolers were observed on playground with two Teacher Aides and one Teacher.

Furniture and equipment were inspected for age appropriateness and good repair. LPA observed surveillance cameras located within the facility. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Linens are taken home weekly for cleaning. Napping equipment (cots) were observed to be stacked appropriately. Per Director, the isolation area is located in the director office. Ill children will use staff restroom when needed. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed. Availability of indoor and out door drinking water was observed. LPA did not observe during inspection a Carbon Monoxide detector in facility. This poses as a health and safety risk to children in care.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

A copy of this report shall be provided to the parent/guardian of children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). The Acknowledgement form must be maintained in each child’s file immediately upon receipt from parent. Licensee/Director was provided with a copy of the parent Acknowledgement of Receipt of Licensing Reports Form during this visit. A copy of the Parent Notification Requirements was also provided to the Licensee/Director.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.

First Aid supplies were observed and inspected for completeness. According to Director medication is currently not administered to children during this inspection

Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. The name of the child care center director or fully qualified teacher(s) designated to act in the director's absence is on file. Educational background, training, and/or experience for each staff present are on file and were reviewed.

Breakfast, lunch and snack menu was observed posted and available for child's representative. All meals and snacks are provided by facility.

LPA observed Sign in and out sheets which were complete, all children present were signed in.

In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.

Children's roster was reviewed and is not current. This poses as a potential health and safety risk to children in care. Disaster drill log was available, last drills were conducted on 05/19 (Fire & Earthquake).

Director states that there are no poisons in the facility. All floors are clean and safe. Cleaning compounds are inaccessible to children.



All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. The facility was observed to be free of flies, other insects and rodents.

Outdoor playground equipment is in safe condition. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. Play area was inspected for hazards and inaccessibility to bodies of water.
