On 08/15/2023, Licensing Program Analyst (LPA) Clayton made an unannounced visit to the Hatano Family Child Care to conduct the Annual/Random 1 year Required Inspection. LPA was greeted by Licensee Masae Hatano and her fingerprint cleared assistant. LPA observed 10 children in care. Capacity as specified on the license is being maintained. Hours of operation are Monday through Friday 7:30a.m. to 6:00 p.m. Licensee provides fruit and tea at lunch and morning and afternoon snacks.

LPA Clayton toured the home inside and outside for a Health and Safety inspection. The home is neat and clean with heating and ventilation for safety and comfort.

Current facility sketch was reviewed, and LPA confirmed that this is a single-family home that consist of 3 bedrooms, 2 bathrooms, living room, dining room, kitchen, detached garage, and fenced backyard.

The ON LIMIT AREAS are as follows: bedroom #1 (napping room), bedroom #2 (teachers office/isolation area), bathroom #1, living room (day care classroom/eating area), dining room (day care room), detached garage (day care activity area) and the fenced back yard.

OFF-LIMIT AREAS are as follows: the kitchen, bedroom #3 and bathroom #2, all of which are inaccessible to children in care by closed and/or locked doors and visual supervision.

Outdoor play area is fenced and free from defects or dangerous conditions. There are ample age-appropriate toys that are safe, clean and in good repair. The home has working telephone service and LPA confirmed the phone number is (310) 908-4090.

LPA Clayton observed a fully charged 3A40BC Fire extinguisher, a working carbon monoxide/smoke detector combo and a working smoke detector.


There are no pools, ponds, spas, or other bodies of water on the premises. There are no firearms or ammunition on the premises. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible to children in care.

LPA reviewed 5 children’s files and observed them to be in compliance as they contained current contact information for authorized representatives and/or relatives who can assume responsibility for the child, immunization records, and authorization for medical treatment.

Licensee and assistants Pediatric CPR/First Aid are current. LPA Clayton reminded Licensee that the above-mentioned certifications are to be renewed every 2 years, per Health and Safety Codes and Title 22 Regulations for Child Care.



Licensee ensures that children in care are supervised at all times and is aware that children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children.

LPA discussed Safe Sleep Regulations with licensee. Licensee states that she does not provide care to children younger than 2 years old.

Incidental Medical Services (IMS) are not currently being provided. LPA Clayton provided Licensee with the IMS Plan Sample. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA reminded Licensee of the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of 100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&R) throughout California.


During the exit interview, licensee Masae Hatano confirmed that there are no Registered Sex Offenders living in the home and LPA completed the RSO profile in FAS.

To improve the quality and value of the new inspection process, a survey may be sent to the

Licensee is to provide copies of both hers and her assistants Mandated Reporter Training Certificates no later than Thursday, August 17, 2023. Licensee was also advised that the climbing and swinging play structures in the garage are to be anchored to the ground to ensure the health and safety to children in care.

No deficiencies were cited today, per Title 22 Regulations and Health and Safety Codes.

An exit interview was conducted, a copy of this report was read and provided to the Licensee. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit was provided and required to be posted for 30 days.
