Licensing Program Analyst (LPA) Shandra Powell, conducted an unannounced Annual Required Inspection on 06/03/2022. LPA met with Licensee, Karina Torres. LPA observed 9 children with 2 Assistants. Licensee stated herself, husband and daughter (preschooler) reside in the home. All adults present, residing, working and/or volunteering in the home have a criminal record clearance or exemption. LPA toured the inside and outside of the home. The home is a one story with three bedrooms, three bathrooms, a living room (Childcare Room), dining room (Office) kitchen, pantry and laundry room located in kitchen. Home has a detached garage on the premises. which has been turned into an Office. The garage has a storage space attached to it with a door. The primary childcare area is in the living room at the entrance of the home there is a child safety gate placed in front of the living room entrance. The children also utilize the bathroom, located off of bedroom #3 in the back of the home. The dining room is used as a walk through for children to enter kitchen to hallway when needed. Bedrooms #1 and #2 , Bathrooms #1 and #2 and garage are off limits. Bedrooms are made inaccessible by closed and locked doors during operation hours. Children in care eat at outdoor tables in the front of the home which is covered. LPA observe a fireplace blocked off with plywood made inaccessible to children in care. Per Licensee the fireplace is inoperable.

The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. Page 1

Medications are locked in the hall cabinet with key lock..Home has central heat and air as a heating and cooling source. Home has a working telephone. Hazardous materials in the kitchen and bathroom are inaccessible to children. According to the Licensee, there are no weapons or firearms at the home; none were observed by LPA. Licensee stated no pets are in the home.
The home is equipped with a fire extinguisher which is at least a 2A:10:BC LPA observed service tag with date April 2022. LPA observed a dual smoke detector and carbon monoxide detector located in hallway licensee tested both detectors during inspection. There is a first aid kit fully equipped in the home. LPA observed Licensee's Pediatric First Aid and CPR certificate with an expiration date of 12/2023 for licensee and Assistants present. Licensee and Assistants have completed Mandated Reporter Training in 2022 Mandated Reporter Training is to be renewed every two years. LPA observed required postings posted in prominent public place (PUB 394 Notification of Parents Rights, LIC 9148 Earthquake Preparedness and Facility License). LPA observed documents to be reviewed during inspection (LIC 610 A Emergency Disaster Plan , Disaster and Fire Drills - last drill was conducted in May 2022 and LIC 9040 Facility Roster. Child Care Roster shows 16 children enrolled. LPA reminded Licensee emergency disaster drills are to be conducted every month with children and staff due to the facility having a Large License.

The outdoor play area is located in the front, side and back of the home. Licensee stated children eat outside always under covered areas. LPA observe one swing set and other children toys for outdoor activities during inspection.. No pools, spas, hot tubs, fish ponds or similar bodies of water were observed during the inspection.

Licensee ensures that children in care, are supervised at all times and is aware children shall not be left in parked vehicles. Licensee was informed that car seats are used for transportation purposes only and are not used for sleeping children. LPA also advised Licensee that highchairs are only to be used for the purpose of feeding children only. During today's inspection, Licensee's immunization records and children's files were also reviewed. LPA provided Licensee with consultation of forms required in each child's individual file. LPA also provided Licensee with instruction on creating log and properly documenting each infant's individual sleep observation every 15 minutes and placing log in each infant's individual file and to have available for review upon request.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual- Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA discussed the required Health and Safety Training; Childhood Nutrition and Lead Exposure Training, Licensee will complete the training by July 22nd 2022.. LPA requested a copy of each certification be mailed to the El Segundo Child Care Regional Office.



Per California Code of Regulations Title 22, Division 12, no deficiency was cited during today's visit.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with the licensee. Appeal Rights were given to Karina Torres, Licensee.
