25 | Licensing Program Analyst (LPA) Shandra Powell conducted a Case Management - Incident Inspection to address an Unusual Incident Report received by the department on 07/30/2021. Early Head Start Program hours are from 8:15am to 2:45pm
On 07/30/21, child #1 is 22 months. Child attends the Early Head start Program. Father and Mother have joint custody of the child. Father of the child came to the facility to pick up the child early. Father wants to spend time with the child and does not want the child to attend the facility for the full time which is 8:15am to 2:45pm. Mother always drops the child off in the mornings. Father picks the child up by 11:30am. On the day in question Father came to pick up child and was angry using a very intimidating voice and very upset because he could not come into the school. Due to COVID-19 the facility does not allow any parents into the school until dismissal time nor parents entering the classrooms. Father was told to go to the other door by the ramp. The child was released and escorted to the father. Father did sign out the child after child was released. Floater Teacher stated that there were approximately 08 children present during altercation. Children were upset and crying by hearing the fathers voice and the banging on the door from the father he demanded they give him his daughter. Father did not understand why it was taking so long this was during transition time. Father did scream "I will be calling management" Floater teacher stated now at this time we get the child ready and Father waits in parking lot and the child is escorted to Father. No other altercations. Staff had meeting with management and code on facility gate has been changed.
Based on all information obtained on this date, and interview conducted no follow-up is necessary regarding the incident. The incident appears to be an unusual incident. It appears to be nothing the facility staff could have done to prevent the incident from occurring. There were no deficiencies observed in regards to today's visit.
There were no deficiencies cited during today's visit in accordance to the California Code of Regulations Title 22, Division 12, Chapter 1
Exit interview, copy of report was given. Appeal rights were issued and discussed.
