On 08/10/2023 Licensing Program Manager (LPM) Karren Starks and Licensing Program Analyst (LPA) Lisa Clayton made an announced visit to the PACE – Young Innovator CCC for the purpose of conducting a case management - licensee Initiated visit. The licensee is requesting to decrease their current capacity and add a Toddler option for a total of 30 children. The licensee plans to accomplish this by decreasing the Preschool capacity to 18 and adding the Toddler option with a capacity of 12. Utilizing Classroom #1 for the Toddlers and Classroom #2 for the Preschool. There were no children in care. LPA Clayton and LPM Starks were greeted by Debbie Kahwaji, Regional Site Director, Amanda Velasquez, Assistant Director of Education, and Florence Olarewaji, Professional Development Program Manager.

There is an approved fire clearance on file, conducted by inspector Ashlin Wilbun of the L.A. City Fire Department, Institution Unit. All rooms were inspected, and measurements were taken indoors and outdoors.

The following was observed:
Both classrooms have age-appropriate furniture and toys
Classrooms #1 has a changing table, within arm’s reach of a sink

Measurements for the indoor activity space were as follows:
Classroom #1: 19 sq. ft. x 25.17 sq. ft. l = 478.23 divided by 35 sq. ft. per child for a total of 13 children.
Classroom #2: 38.25 sq. ft. x 25.17 sq. ft. l = 962.75 divided by 35 sq. ft. per child for a total of 27 children.

The bathroom for the Toddler component is located between the classrooms with a pony door on both sides. LPA observed 1 toilet and 1 sink, both operable.
The bathroom for the preschool children is located at the end of the walkway with 1 toilet, 1 urinal and 1 sink, all operable.

The outdoor space was inspected, and LPA observed age-appropriate furniture and toys, free of hazards and debris. The outdoor toddler area was measured as follows:

Toddler yard: 38 x 29.50 = 1121 divided by 75 for a total of 14 toddlers.

Preschool yard: 43.92 x 41 = 1800 divided by 75 for a total of 23 (minus 41.08f of encumbered space for the shed) for a total of 24 children.

LPA inspected the outdoors activity space, and the following was observed:



Age-appropriate toys and equipment were observed in separate play yards for each component. Proper shade and water will be provided during outdoor play. LPA observed a play apparatus with proper cushioning beneath on the preschool yard as well as a bike bath and helmets. On the Toddler yard a bike path was observed with helmets and areas for resting. LPA did not observe any hazardous condition in these areas.

The facility is being licensed to care for 12 Toddlers and 15 Preschool children based upon the measurements and the number of toilets and sinks.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four
CCC COMPLETED TESTING PRIOR TO THEIR DEADLINE.

LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.



The facility is being licensed to care for 12 Toddlers and 15 Preschool children based upon the measurements and the number of toilets and sinks.

A notice of site visit was given and must remain posted for 30 days.
